Supply and delivery of land surveying equipment – government tender in free state

The tender is for the appointment of a service provider for the supply and delivery of land surveying equipment, including 2 x Trimble R12 GPS machines and 1 x Drone, with accessories.

Bids must be delivered to the Bid Box No. "B" at Maluti-a-Phofung Municipality, Setsing Business Centre, C/O Moremoholo & Motloung streets, Phuthaditjhaba, by 10H00 on 01 October 2026. Late, electronic, telegraphic or telefaxed bids will not be accepted. Only one submission per bidder will be considered. Bids must be sealed and clearly marked with the bid number and description. Bidders must index their bid documents properly. The bid validity period is 90 days. Returnable forms include: MBD 1 (Invitation to Bid), MBD 2 (Tax Clearance Requirements), MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim), MBD 8 (Declaration of Past SCM Practices), MBD 9 (Certificate of Independent Bid Determination), and the Municipal Services, Rates and Taxes Clearance Certificate. Evaluation is based on a total of 100 points, with a minimum qualifying score of 70 points. Points are allocated as follows: Technical Capacity (40 points) – traceable references on company letterhead for supply and delivery of similar equipment in the last 5 years, each with a value not less than R500,000 (0 points for no reference, 10 for 1, 20 for 2, 30 for 3, 40 for 4 or more). Delivery time (30 points) – lead time from award: more than 8 weeks = 0, more than 6 but less than 8 weeks = 15, more than 4 but less than 6 weeks = 20, 4 weeks or less = 30. Training and licensing (10 points) – offering training and licensing of the drone; being an accredited trainer is an advantage. Locality (10 points) – proof of address of business premises (municipal bill or similar not older than 3 months): outside South Africa = 5, within South Africa = 10. Warrantee (10 points) – 3 years = 5, 5 years = 10. The 80/20 preference point system applies (80 points for price, 20 for specific goals) under the Preferential Procurement Regulations 2022.

Supply and delivery of land surveying equipment comprising: 2 x Trimble R12 GPS units with accessories (including Trimble R12i receivers, configuration levels, dual battery chargers, TSC5 controller, pole mount brackets, carbon fibre range pole, bags, Trimble Access software subscription, USB drive, and online training); and 1 x Drone (DJI Matrice 400) with extended warranty, intelligent flight battery, landing pad, Zenmuse L3 with extended warranty, D-RTK 3 multifunctional station, survey pole and tripod kit, flight cases, Trimble Business Center Aerial Survey license, drone operation training (max 2 pax), and VLOS RPL/RPC. The 80/20 preferential points allocation system is applied in line with the revised Procurement Regulations of 2022, using the balanced scorecard methodology.
