Invitation to bid

You are hereby invited to bid for requirements of maluti-a-phofung local municipality

Closing date: 01 October 2026 at 10h00. Bid documents available from 04 September 2026 after 10h00.

Bids must be submitted in a sealed envelope clearly marked with the bid description and number (SCM/BID04/2026/2027) and deposited in Bid Box No. "B" at Maluti-a-Phofung Municipality, Setsing Business Centre, Cnr Moremoholo & Motloung Streets, Phuthaditjhaba, before the closing time. Late bids, electronic copies, telegraphic or faxed bids will not be accepted. Only one submission per bidder will be considered. Bids must be submitted on the official forms provided (not re-typed) and must be properly indexed. The bid document is obtainable from the cashiers point at Phuthaditjhaba offices from 04 September 2026 after 10h00 on payment of a non-refundable fee of R504.00 (cash or bank guaranteed in favour of the municipality), or may be downloaded from the e-tender portal at no charge. The bid must remain valid for 90 days. Returnable forms include: MBD 1 (Invitation to Bid), MBD 2 (Tax Clearance Requirements), MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim), MBD 8 (Declaration of Bidder's Past Supply Chain Management Practices), and MBD 9 (Certificate of Independent Bid Determination).

The 80/20 preferential point system applies. Price is allocated a maximum of 80 points; specific goals (as per the Preferential Procurement Regulations 2022) are allocated 20 points. Points for specific goals are claimed on MBD 6.1 and must be supported by documentation (e.g. company registration documents, identification documents). Failure to submit proof with the bid means no preference points are claimed. The municipality is not bound to accept the lowest bid and reserves the right not to award the bid.

The scope is the supply and delivery of office furniture to the municipality. Quantities and specifications are as follows:

• Filing cabinets: 2 walk-in filing units (lateral files, 5 shelves per bay, mobile shelving 210x110x232 cm, Motocraft Grey); 1 side line wall unit (1350x420x2000, two glass doors and one wooden, matching imported red mahogany veneer range); 1 premier wall unit; 1 four-drawer filing cabinet (450x470x1360mm, lockable).
• Office chairs: 12 Albatross task chairs (swivel & tilt, 1 position lock, gas height adjuster, nylon loop arms, weight capacity 110kg); 1 President high back office chair (heavy duty, supports up to 180kg, swivel & tilt, 1 position lock, gas height adjuster, wooden armrests with upholstery, 5-star wood base 700mm diameter, bonded leather front and PVC back).
• Office desks: 1 Revolution 4-way with multi storage (2-way multi storage roller door, top filer 150x400x382mm, 22mm board thickness, silver roller door, lockable, desk top open storage box 750x300x360mm); 1 Protea two-way L-shaped desk set (Sun Dual L-Cluster, 2800x1400x1100mm, glass screen, aluminium frame, side storage unit, colours summer oak and white/walnut and white); 3 Deacon desks with side cabinet (2400x1200mm melamine desk, 1200x600mm roller door side cabinet with 4 lockable drawers, 2.4m wide top with rounded edge); 4 Impact desks with side cabinet (fitted pedestal with 3 drawers, 900x600mm sliding door cabinet, 1500x750mm panel leg desk, Brookhill Fusion colour); 1 round table that fits 4 chairs.

Requirements:

 Bidders must submit a Copy of Company Registration Certificate (CRC) Reflecting

Active Members (Except for Sole Traders and Partnership).

 Bidders must be registered with Central Supplier Database (CSD), CSD number must

be provided, and in case of a JV all parties must be registered on CSD.

 Bidders are required to submit their unique personal identification Number (Pin) issued

by SARS to enable the Municipality to view the taxpayer’s profile and tax Status

 All supplementary forms including municipal rates and taxes clearance certificate

form contained in the bid documents must be completed in full or (submit a proof that

the municipal rates and taxes are not in arrears for more than three months)

 In Bids whereby consortia/ joint ventures/ sub-contractors are involved, each party

must submit a separate Tax Compliance Status (TCS) Certificate/Pin/CSD Number.

 Bidders must index their bid document properly.

certify that the points claimed, based on the specific goals as advised in the tender,

qualifies the company/ firm for the preference(s) shown and I acknowledge that:

i) The information furnished is true and correct;

ii) The preference points claimed are in accordance with the General Conditions as

indicated in paragraph 1 of this form;

iii) In the event of a contract being awarded as a result of points claimed as shown

in paragraphs 1.4 and 4.2, the contractor may be required to furnish documentary

proof to the satisfaction of the organ of state that the claims are correct;

iv) If the specific goals have been claimed or obtained on a fraudulent basis or any

of the conditions of contract have not been fulfilled, the organ of state may, in

addition to any other remedy it may have –

(a) disqualify the person from the tendering process;

(b) recover costs, losses or damages it has incurred or suffered as a

result of that person’s conduct;

(c) cancel the contract and claim any damages which it has suffered

as a result of having to make less favourable arrangements due

to such cancellation;

(d) recommend that the tenderer or contractor, its shareholders and

directors, or only the shareholders and directors who acted on a

fraudulent basis, be restricted from obtaining business from any

organ of state for a period not exceeding 10 years, after the audi

alteram partem (hear the other side) rule has been applied; and

(e) forward the matter for criminal prosecution, if deemed necessary.

from the cashiers point, Phuthaditjhaba offices upon payment of a R 504.00 non-refundable

fee (cash or bank guaranteed in favour of Maluti-a-Phofung Municipality) or alternatively

the tender document may be downloaded from e-tender portal at no extra charge.
