All annexures and standard bidding documents must be completed and signed. Failure to follow submission instructions will result in the quote not being considered. Evaluation is in two phases. Phase 1: Mandatory requirements – bidders must comply with accreditation (QCTO, SETA or CHE) and provide proof of at least two companies where combined Emotional Intelligence and Personal Mastery training was conducted. Phase 2: Price and Specific Goals under the 80/20 preference point system (80 points price, 20 points specific goals). Bidders who fail mandatory requirements are disqualified. Points claimed for Preferential Procurement Specific Goals will be verified through CSD.

Training on Emotional Intelligence and Personal Mastery for three (3) days at RAF Head Office, Centurion. Duration: 3 days, time 08:00 to 16:00, for eight (8) people. Content includes self-awareness, emotional intelligence, self-confidence and resilience, locus of control, showing appreciation, personal productivity, self-regulation, interpersonal skills, positive emotional focus, mission/vision/personal development plan, and work-life balance. Learning outcomes include personal mastery and EQ outcomes such as self-awareness, accountability, self-discipline, goal setting, resilience, stress management, emotional regulation, empathy, communication, relationship building, conflict management, and executive presence. The service provider must provide all training materials and manuals. The RAF will provide catering, inclusive of the facilitator.

Prices must be VAT inclusive (if VAT registered) and quoted in South African Rand. Non-VAT registered bidders who charge VAT will be disqualified. Only prices completed in the cost breakdown table will be accepted; failure to provide price in the table leads to disqualification. No price changes accepted after award. The 80/20 preference point system applies to bids with a rand value equal to or above R2,000.01 and up to R1,000,000.00 (all taxes included).

Bidders must be CSD registered; RAF will only conduct business with CSD registered suppliers. Tax matters must be declared in order by SARS. Must hold valid accreditation with QCTO, SETA or CHE, and submit proof by closing date. Must provide a list of at least two companies where combined Emotional Intelligence and Personal Mastery training was conducted (Annexure B). Bidders with disabilities must provide a valid medical certificate. Collusive behaviour or submitting more than one proposal from companies with common directors/shareholders will result in disqualification.
