Two-stage evaluation: Stage 1 (Administrative Compliance) verifies returnable documents (MBD 1, 4, 5, 8, 9, CSD, TCS/PIN). Stage 2 (Mandatory Requirements) checks Annexure A, manufacturer brochure, OEM letter, and project plan. Stage 3 (Preference Point System) awards 80 points for price and 20 points for specific goals.

Thermally equipped drone systems with extended warranty (minimum 2 years including OEM coverage). Required specs: thermal resolution ≥640×512 pixels, minimum 40-minute flight time, RTK positioning, AI-assisted object detection, dual-view capability. Must meet Civil Aviation Act 2009, SACAA Part 101, OHS Act, and ICASA regulations. Includes carrier case, spare propellers, charging equipment, landing pads, and remote controller with ≥7-inch display. Extended warranty covers parts, labour, manufacturing defects, and firmware/software support. Minimum 12 months post-sales support. Operator training program required with theoretical/practical modules.

Bidder must submit detailed project plan including timelines for commissioning, handover, and training methodology with resource allocation. Must outline staffing plan for operator training covering flight operations, safety procedures, maintenance, and legal compliance (SACAA Part 101). Resource allocation must be specified for each phase of delivery.

Must complete Annexure A (Verification Form) demonstrating minimum 3 years experience supplying thermal drones. Provide at least two contactable references for similar projects completed within last five years. OEM letter required confirming accreditation as authorized dealer and that all warranties remain intact. Project plan must include timelines, commissioning, handover, and training methodology.

Quotation will be awarded based on total price. All prices must be quoted in South African Rand (ZAR) inclusive of all costs: supply, delivery, commissioning, handover, transport, labour, project supervision, extended warranty, operator training, training materials, and certification. Estimated quantities are indicative subject to funding. City reserves right to adjust quantities based on operational requirements.

Provider must comply with Occupational Health and Safety (OHS) Act and regulations. Drones must include geofencing, fail-safe return-to-home features, emergency landing protocols, and secure data encryption. All systems must operate safely in extreme heat, smoke, and harsh weather conditions. Real-time video transmission capability required for operations.

The appointed service provider must supply fully fitted thermal drone systems with extended warranty (minimum 2 years including OEM coverage). Warranty covers parts, labour, manufacturing defects, and firmware/software support. Minimum 12 months post-sales support required. Deliver to designated COT facility with full system testing and commissioning. Handover documentation and acceptance sign-off mandatory. Service Level Agreement (SLA) may be finalized upon award or become binding if not signed.

City may adjust number of drone systems based on operational requirements and budget. Quotation will be awarded to three bidders; if first cannot deliver, proceed to second and third. City reserves right to conduct market analysis and negotiate market-related price with highest-scoring bidder. If no market agreement reached, city may cancel quotation.
