Total local content is the sum of total local products (goods, services and works), manpower costs, factory overheads, and administration overheads and mark-up.

Local content definition and evidence
Local content is the tender price less the value of imported content, expressed as a percentage.
Imported content covers goods imported directly by the bidder and goods imported by a third party and supplied to the bidder.
Where the origin of a component, part or material is unknown, it is deemed imported content.
Imported content must be supported by verifiable evidence such as commercial invoices and bills of entry.
The bidder must obtain Declaration D from third parties supplying imported content.

Governing framework
The National Treasury General Conditions of Contract (July 2010) apply to the contract.
Where Special Conditions of Contract are issued for the bid, they override the general conditions on any point of conflict.
Security and payment
Performance security: the successful bidder must lodge it within 30 days of the award notification, in the amount set in the Special Conditions; it is released within 30 days after completion of all performance and warranty obligations.
