National treasury is seeking information from pest control operators on the specifications for integrated pest management and fumigation of government office buildings. The scope covers prevention, control and eradication of crawling insects, rodents, termites, flying insects, bees, birds, snakes and other nuisance pests across offices, kitchens, ablutions, stores, refuse areas, parking, roof spaces and external areas, including emergency call-outs and work at height. Bidders must hold mandatory registrations with sapca, pcsib and DALRRD, comply with strict chemical and safety standards, and meet service frequencies with defined turnaround times. The most consequential consideration is the extensive mandatory compliance and registration requirements, without which a bidder will not qualify.
Mandatory industry registrations: active company registration with SAPCA and PCSIB, and valid P-Registration certificates from DALRRD for all on-site pest control operators and supervisors.
Fumigator qualifications: fumigators must be DALRRD-registered with at least 12 months' practical experience or a relevant biological degree, and provide a valid certificate of registration with a relevant fumigation body.
Compensation and chemical evidence: provide a letter of good standing with the Compensation Commissioner (DoEL), the name and MSDS of each pesticide's active ingredient, and familiarity with the 2017 gazette and 2024 review of banned or restricted agricultural remedies.
Bee and snake handling: for bee removal, DALRRD registration (renewable every two years), training evidence, and compliance with Agricultural Pest Act control measures; for snakes, relocation certificates, snake-handling training proof, and provincial wildlife permits.
Chemical prohibitions and standards: organophosphates are prohibited; all products must have current Act 36 of 1947 registration, comply with SANS 10133, and be used strictly per label; maintain a chemical register per site.
Service frequencies and emergency response: kitchens/canteens bi-weekly or monthly, offices/wards monthly, waste areas/external drains weekly or bi-weekly, termite audits bi-annually; urgent emergencies within 2 hours, standard call-outs within 24 hours at no extra cost.
Compliance and insurance: comply with ISO 9001, ISO 14001, ISO 45001, OHS Act, NEMA, and SANS standards; maintain SHE file, COID, public liability insurance, and submit monthly reports.
