Nkomazi local municipality seeks proposals from suitably qualified service providers, investors, partners or other entities to implement innovative revenue-generating and revenue-enhancement initiatives. The aim is to broaden and diversify the municipality's revenue base, improve collection efficiency, and recover revenue leakages across categories such as energy, water and sanitation, waste management, finance, property development, srac, developmental projects, nkomazi traffic department corporate and legal, and other. Successful bidders will be placed on a panel and allocated work per category. The most consequential consideration is that bidders must submit a comprehensive, justified proposal demonstrating financial capacity of at least r1 million, and must meet all mandatory administrative and compliance requirements to avoid disqualification.
Closing date and time: 28 October 2026 at 12:00 PM. Bids must be deposited in the bid box at 9 Park Street, Malalane, Private Bag X101, Malalane, 1320. Late bids will not be considered.
Mandatory returnable documents: Complete and sign all pages of the tender document, including MBD 1, MBD 4, MBD 5 (if applicable), MBD 6.1, Schedule of Rates (T10), Certificate of Authority for Signature, and all other required forms. No page removal, correcting fluid, pencil, or electronic signatures allowed.
Compliance evidence: Submit original or certified Tax Clearance or SARS PIN, CSD registration report (printed after the advert and on or before closing date), certified copy of Company Registration (CK) with all pages certified, certified B-BBEE certificate (SANAS accredited) or sworn affidavit, and certified copies of IDs of all directors/members/board members. Certified copies must not be older than three months.
Municipal account/lease: Provide certified proof of payment for municipal rates and taxes or a valid lease agreement for the business and all directors/board members, not older than 3 months and not in arrears for more than 3 months. If not in the company's name, include an original affidavit from the property owner.
Financial capacity: Submit latest Annual Financial Statements or bank confirmation reflecting financial ability of R1 million or more. For technical evaluation, turnover of R1–2 million scores 5 points; more than R2 million scores 10 points.
Technical evaluation minimum: Bidders must attain a minimum qualifying score of 70 out of 100 in Stage Two (Technical Evaluation) to proceed to Stage Three (Price and Preference Points).
Preference points: The 80/20 preference point system applies (80 points price, 20 points specific goals). For proposals above R5 million, a comprehensive methodology on investing back into the community is required. For proposals above R10 million, MBD 5 and audited annual financial statements (if legally required) are mandatory.
Category-specific compliance: For each proposed revenue category, submit all applicable statutory, regulatory, technical, professional, environmental, and operational certifications (e.g., licenses, permits, registrations). Failure to submit for a category may render the bidder non-responsive for that category.
Joint Ventures: If bidding as a Joint Venture, submit a Joint Venture Agreement and ensure the JV is registered on CSD as a Joint Venture. Each party must submit separate TCS/PIN/CSD.
