Mandatory compliance: CSD registration is compulsory (award cannot be made without it), plus a valid SARS tax compliance PIN (separate PIN, CSD or TCS certificate for each JV, consortium or subcontractor party), a COIDA letter of good standing from the Department of Labour, RMA or FEM, completion of all RFP documentation and declarations, proof of authority to sign, and pricing submitted strictly on the Section 4 prescribed price schedule — deviation may render the bid non-responsive. Stage 1B gaps may be cured within 3 working days, after which the bid is disqualified.
Conduct and validity: canvassing any SCM officer or PRASA employee between closing and award disqualifies a bidder, as does listing on the Register for Tender Defaulters or the List of Restricted Suppliers; quotations must remain valid for 60 working days from closing.
