Supply, installation, servicing and maintenance of sanitary and healthcare equipment — she and nappy bins, automatic soap, sanitiser, air freshener, seat sanitiser and paper towel dispensers, urinal auto flushers, toilet paper, hand towels, refills, urinary mats and monthly chemical deep cleaning — together with the related consumables at SARS offices countrywide for 36 months. The work is divided into seven regional clusters (a to g) and bidders may bid for one or more, provided they can service every SARS office in each cluster they select. Bids must be priced for all items in every selected cluster on the prescribed template and must score at least 70 out of 100 on functionality before price is considered. The most consequential risk is administrative rather than technical: an unticked cluster, an amended or incomplete pricing template, a missing signature or a late submission disqualifies the bid outright.
Clusters and scope — Seven clusters: A Western Cape; B Eastern Cape; C KwaZulu-Natal; D Free State and Northern Cape; E Limpopo, North West and Mpumalanga; F Head Office and Gauteng North; G Gauteng South and Central. Bidders may bid for one or more clusters (Gauteng-based bidders may bid for F and G) but must have the infrastructure and management capacity to service every office in each cluster selected.
Cluster selection and pricing completeness — The applicable cluster must be ticked on Annexure B; an unticked cluster means SARS will not evaluate the bid for it. Pricing must be submitted for ALL items and ALL offices in each selected cluster — an incomplete, altered or wrongly formatted pricing template is automatically disqualified.
Closing and submission — Bids close on 10 November 2026 at 11:00 and must be lodged with the SARS tender office / e-procurement channel, submission email [email protected]. Pricing is required as a signed hardcopy plus an Excel soft copy. Late bids are rejected.
Compulsory briefing — A compulsory briefing session is held on 19 October 2026 at 11:00 as an online meeting. Attendance is compulsory; failing to attend puts the bid at risk.
Minimum functionality score — Technical evaluation is scored out of 100 and bidders must reach at least 70/100 to progress to price and preference points. Company experience and references carry 20 points (5 years or more of experience scores 5, 4 years scores 3; up to three references are scored, each worth up to 5 points where the contract value is R1 000 000 or more and the duration 12 months or more), and proof of qualifications, skill levels and compliance with legislation such as the Occupational Health and Safety Act carries 27 points. A CV showing 3 to 5 years' relevant experience scores 3 points; under 3 years with no CV scores 0.
Mandatory compliance evidence — Central Supplier Database registration, a valid SARS tax compliance status or tax pin, a B-BBEE certificate or sworn affidavit for preference points, SANS 1887 proof of compliance for toilet paper submitted with the bid, proof of qualifications and OHS Act compliance, and the three most recent years' annual financial statements. National Treasury forms SBD 1, 4, 6.1, 8 and 9 must be completed and signed; a performance guarantee from a financial service provider is required.
Operational and financial exposure — Prices must exclude VAT (15% added by the template), be fully inclusive of all costs, overheads, travel and profit, be quoted in Rand, remain firm for 180 days from closing, and show Year 2 and Year 3 escalation. Estimated quantities are for evaluation only and final quantities are agreed post-award without changing quoted rates. Service delivery is 48 hours (two working days) and order turnaround 72 hours (three working days), with monetary penalties or cancellation for breach; the bidder carries liability for damage to SARS premises during installation, maintenance or removal and must train SARS cleaning staff to replenish consumables.

SARS intends to appoint suitably qualified and adequately resourced service provider(s) for 36 months to supply, install, service and maintain sanitary and healthcare equipment and provide related consumables and scheduled or as-and-when-required services at SARS offices nationwide.
Scope includes sanitary and nappy bins, automatic dispensers, toilet and urinal hygiene systems, hand-hygiene equipment, paper products, refills, bin liners, urinary mats and chemical deep-cleaning services, together with inspection, servicing, repair and replacement obligations to keep equipment in safe and effective working order throughout the contract.
The procurement is structured on a cluster basis to facilitate regional coverage, contract management and service responsiveness. Bidders may bid for one or more clusters, provided they have the operational infrastructure, technical capability and contract-management arrangements to service every SARS office in each selected cluster.
Detailed list of SARS buildings and addresses is in Annexure B. The successful service provider(s) will also be responsible for proper installation and removal of equipment, routine inspections, replacement of defective or worn units, provision of batteries where applicable, proof of delivery, and training or skills transfer to designated cleaning personnel who replenish specified consumables on site.
All work must protect SARS property, comply with bid and contract conditions, and minimise disruption to business operations. The specification sets minimum technical, service, maintenance, delivery, quality and performance requirements against which bids will be assessed and the contract managed, establishing a uniform and measurable service standard while allowing environmentally responsible and technologically improved solutions that meet or exceed the minimum requirements.
