B-BBEE evidence: submit a B-BBEE status level verification certificate or a sworn affidavit (EMEs and QSEs) with the bid. Without proof, no preference points are claimed, and the purchaser may require substantiation before or after adjudication.
Evaluation: 80/20 preference point system — 80 points for price scored against the lowest acceptable bid and 20 points for B-BBEE status level (Level 1 = 20, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, non-compliant = 0).
Quote completeness and format: quote on every item and quantity requested, as quoting on fewer invalidates the bid. The quotation must be on company letterhead, stamped, signed and dated, show physical address, telephone numbers, company registration number and VAT number if VAT is claimed, include VAT in the price, remain valid for 30 days, state the delivery period and confirm the offer is strictly to specification.
Disqualifying omissions and extra documents: no bid is considered from a person in the service of the state, a company with such a director, or a close corporation with such a member; bidders on the Register for Tender Defaulters or the List of Restricted Suppliers are automatically excluded. Proof of authority to sign (such as a company resolution) is required, plus, where applicable, a Workmen's Compensation Fund certificate of good standing and a Health and Safety file.
