Evaluation is in three stages. Stage 2: Functionality – scored out of 100, minimum qualifying score 70. Criteria: Company References (max 20), Operations/Security Manager (max 15), Equipment/Consumables/Uniforms (max 20), 24-hour dedicated control room (max 10), Capacity of bidder (max 20), Riots plan (max 15). Stage 3: Price and Specific Goals – 80/20 preference point system applies (or 90/10 if value above R50 million). Bidders scoring below 70 on functionality are disqualified.

Scope: 24-hour security guarding services at Isithebe Industrial Estate, KwaZulu-Natal, for 36 months. Required resources: 37 Grade C guards (day shift), 37 Grade C guards (night shift), 2 armed Grade C supervisors (day shift), 2 armed Grade C supervisors (night shift), and 2 dedicated 24-hour site patrol vehicles. All guards unarmed except supervisors who must be armed. Duties include regular patrols, access control, incident reporting, monthly reports within 10 days, and use of an Active Guarding Tracking System (cost for service provider). Guards must be PSIRA registered, have police clearance not older than six months, and wear full uniform with ID cards. Service provider must have a 24-hour dedicated control room with two-way radio and emergency backup, and must not pay below Bargaining Council rates.

Technical proposals must include: Company Profile and Experience; Company References on client's letterhead; Equipment, Machinery, Consumables and Uniforms submission with detailed description and pictures; Capacity of Bidder – detailed staff posting plan on deployment, management and monitoring of resources; Riots control Plan – detailed plan on how resources will be deployed, managed, and monitored in cases of riot or looting, including vehicles, type of guns, number of resources, and response time; Active guard monitoring system with patrol start reminders, pre-defined guard rounds, and reporting capability; Standard Operating Procedures on how to respond to security incidents and threats including steps, contingency planning, responsibilities, and reporting to SAPS.

Company References: bidders to provide a minimum of 2 client-signed reference letters for provision of 24-hour security guarding services, on client's letterhead, including full project listing, value and description. Operations/Security Manager: valid minimum Grade A PSIRA certificate with at least 3 years' experience; scoring based on grade and years of experience. Bidders must provide detailed CV and certified copy of PSIRA certificate.

IDFC reserves the right to carry out site inspections of bidders to establish suitability of properties, vehicles, etc. Guards must maintain daily log sheets recording shift times, visitors, inspections, and hourly activities. Service providers must ensure proper inspection and recording of site conditions on takeover and maintain adequate insurance for claims.

Pricing Schedule Final Summary for Isithebe Industrial Estate: 37x Grade C day shift, 37x Grade C night shift, 2x Armed Supervisor day shift, 2x Armed Supervisor night shift, 2x Dedicated 24-hour site patrol vehicle. Prices must be inclusive of VAT @15%. Ad-hoc guards charged at Bargaining Council pricing guidelines rates. Bidders must comply with the BARGAINING COUNCIL ILLUSTRATIVE PRICING GUIDE rates as indicated by the National Bargaining Council for the Private Security Sector. Non-compliant wage rates will lead to disqualification. Annexure A pricing template must be completed for areas 1 and 3.

Public Liability Insurance of minimum R5,000,000 cover must be provided within 7 working days of award.

Mandatory for Stage 1: CSD registration (National Treasury Central Supplier Database); SARS tax compliance status (verified via CSD or SARS eFiling PIN); completed and signed SBD 1 (Invitation to Bid) with resolution letter; completed and signed SBD 4 (Declaration of Interest); proof of PSIRA company registration and valid letter of good standing; valid Section 13A confirmation from Private Security Sector Provident Fund (PSSPF); valid COIDA letter of good standing; proof of compulsory online briefing attendance. Bidders with directors or members in the service of the state are not eligible. Fraudulent documentation or failure to declare a conflict of interest leads to disqualification.

A valid COIDA letter of good standing is a mandatory requirement for Stage 1 administrative compliance.

The IDFC Service Level Agreement will be the only contract signed and its standard terms will not be negotiated. Confidentiality obligations apply to all bid information. Intellectual property rights arising from the contract vest in IDFC. Payment is 30 days after receipt of a valid invoice. The service provider must replace unavailable resources within 7 days with equally qualified personnel, subject to IDFC vetting. The contract period is 36 months from appointment. Bids must remain valid for 120 days. Addenda may be issued up to 7 days before closing; bidders must acknowledge receipt. Fraudulent documentation leads to disqualification and reporting to authorities. IDFC may award in full or in part and may review the number of guards.

Special conditions: Proof of Public Liability Insurance for minimum comprehensive cover of R5,000,000.00 must be provided within seven working days from date of award and remain in place for duration of contract; failure leads to disqualification. On appointment, service provider must establish a control room/satellite control room within a reasonable radius of the site within thirty days of award.

Mandatory requirements for Stage 1 administrative compliance: bidder must be registered on National Treasury Central Supplier Database (CSD); bidder must be in good standing with SARS; completed and signed SBD1 with resolution letter; completed and signed SBD4 Declaration of Interest; proof of company registration with PSIRA; valid letter of good standing from PSIRA; valid section 13A confirmation letter from Private Security Sector Provident Fund (PSSPF); valid COIDA letter of good standing; proof of compulsory online briefing attendance. Failure to provide any mandatory information will result in the submission being deemed non-responsive.
