Armed security services to protect and escort SARS high risk assets — cash and other high value goods, including illicit detained or confiscated goods — between SARS offices, ports of entry, virtual warehouses, banking institutions and state storage facilities, as and when required over three years. One provider must deliver every component nationally across four regions (gauteng north and south; north west, limpopo and mpumalanga; western cape, eastern cape and kwazulu-natal; northern cape and free state) from its own 24/7 national control room, with NO subcontracting of the control room or asset-in-transit services permitted. Bids close on 17 november 2026 at 11:00 and must be physically delivered to the SARS tender box in pretoria. The decisive hurdle is functionality: bidders must score at least 70 of 100, including three reference letters each worth at least r1 million including VAT per year, before price (80 points) and specific goals (20 points) are scored.
Closing and submission: 17 November 2026 at 11:00, physical delivery only — one A4 ring-bound lever arch hardcopy plus one USB copy of the complete hardcopy, sealed in an envelope marked with the bidder's name and address, the bid number and the closing date, deposited in the SARS tender box at Lehae La SARS, 299 Bronkhorst Street, Nieuw Muckleneuk, Brooklyn, Pretoria, 0181, or couriered to the same address. Late proposals are rejected regardless of delivery method.
Briefing and questions: a non-compulsory virtual briefing is held on 26 October 2026 at 11:00 on Microsoft Teams (Meeting ID 317 678 157 178 138, passcode 7Gj9nS7F); written questions may be submitted from 16 October 2026 to 6 November 2026, with SARS responding by 13 November 2026.
Technical threshold: functionality is scored out of 100 and a minimum of 70 is required to reach the price and specific goals stage; bids below 70 are disqualified. The score is made up of experience (15), infrastructure and capabilities (55) and service offerings (30).
Reference letters: three letters on client letterhead for escorting high value assets or collecting and transporting cash in the past three years, each showing company name, contact name, phone number, contract duration, service description and a contract value of at least R1 million including VAT per year — one letter scores 5, two score 10, three score 15.
Mandatory registrations (disqualifying if not met): valid letters of good standing from PSIRA, COIDA (Department of Labour and Employment) and the Private Security Sector Provident Fund, or a PSSPF exemption letter plus proof of good standing with an alternate fund, plus proof of the bidder's own accredited shooting range or an MOU or contract giving access to a range certified in line with SABS and the Firearms Control Act, 2000.
No subcontracting and national footprint: the control room and asset-in-transit services may not be outsourced or subcontracted, and a bidder who subcontracts or intends to subcontract is disqualified; the bidder must have a presence in each SARS region with proof of ownership or a lease and municipal utility bills, and must submit registration documents and photographs for armoured CIT and escort vehicles registered in its own name (5 of each scores 5, 10 of each scores 10, 15 of each scores 13), plus registered handguns and automatic rifles with licence numbers.
B-BBEE, specific goals and financials: the 20 specific goals points require a completed SBD 6.1 plus a valid B-BBEE certificate or sworn affidavit in the bidding entity's name — no claim or missing supporting documents scores zero — with points awarded for EME or QSE status, at least 51% black ownership, at least 30% black women ownership and at least 51% black youth ownership; complete audited or independently reviewed annual financial statements for the three most recent financial periods in the bidding entity's name must also be submitted, and SARS may require a financial guarantee before award.
