Submit the completed quotation by email to [email protected] in PDF format only. Late bids are not accepted. The bid is subject to the Preferential Procurement Policy Framework Act, 2000, and the General Conditions of Contract. Bidders must complete and sign the Procurement Invitation (SBD 1) including SBD 4 and SBD 6.1, the Bid Submission Certificate, and the Pricing Schedule (SBD 3.1) or a quotation on company letterhead. Proof of authority (e.g., company resolution) and proof of CSD registration are required. A valid B-BBEE certificate or sworn affidavit is required to claim preference points. The bidder must provide evidence of SACAA accreditation or recognised certification for BVLOS training. Bids must remain valid for 60 days from the closing date.

The evaluation follows a staged process: Stage 1 – Compliance with submission requirements; Stage 2 – Evaluation against technical specifications, including quality; Stage 2B – Due diligence interviews or proof of delivery; Stage 2C – Due diligence research; Stage 3 – Price/Preference evaluation; Stage 4 – Tax compliance check; Stage 5 – Award and contract signing. The 80/20 preference point system applies: 80 points for price and 20 points for specific goals. The lowest acceptable price receives 80 points, with others ranked proportionally. Specific goals include B-BBEE status level contribution (up to 8 points for level 1-3, 6 points for level 4-6, 2 points for level 7-8), 51% Black-owned (3 points), 51% Black female-owned (3 points), 51% Black youth-owned (1 point), 51% owned by people with disabilities (1 point), and EME or QSE (4 points). A valid B-BBEE certificate must be submitted to earn points on specific goals.

The SAEON seeks a service provider to deliver Beyond Visual Line Of Sight (BVLOS) training and certification for two (2) SAEON technicians who already hold a Remote Pilot Certificate. The service includes: 1. UAS BVLOS Training Course for 2 candidates; 2. Full certification for all course candidates; 3. Courier/delivery of certificates to Gqeberha. The service provider must be a SACAA approved or recognised training facility. The contract is a once-off supply.

Pricing must be in South African Rands and fully inclusive of all costs, including delivery to the NRF delivery point, VAT, income tax, UIF contributions, and skills development levies. The pricing schedule (SBD 3.2) requires: 1. UAS BVLOS Training Course, Qty 2; 2. Full certification for all course candidates, Qty 2; 3. Courier/delivery cost of certificates to Gqeberha, Qty 1. Total price excluding VAT, VAT, and total contract including VAT (ceiling price) must be stated. The NRF may negotiate price only, not other components. The NRF may cancel the quotation if funds are insufficient or if the price is not market-related.

Returnable documents: SBD 1 (Procurement Invitation) signed, including SBD 4 and SBD 6.1, and the Bid Submission Certificate; SBD 3.1 (Pricing Schedule) or a quotation on company letterhead; proof of authority (e.g., company resolution); proof of CSD registration; valid B-BBEE certificate or sworn affidavit (for EMEs and QSEs); evidence of SACAA accreditation or recognised certification for BVLOS training; proof of registration as a SACAA approved/recognised training facility. Tax compliance: bidders must provide a SARS-issued PIN or TCS certificate; non-resident foreign bidders must complete the SBD 1 tax questionnaire. Bidders must not be in the service of the state. Bidders on the Register for Tender Defaulters or List of Restricted Suppliers are disqualified.

All personnel working on NRF sites must obtain a safety induction. The contracted party must comply with the Occupational Health and Safety Act (OHS Act No 85 of 1993) and its Regulations. Personal protective

The contract is a once-off supply. The NRF issues written purchase orders for actual quantities, and the contract ceiling price covers both firm and estimated quantities. The NRF pays only for verified deliveries or performances. The price schedule remains unchanged for the contract duration, with no additional ad hoc costs, except as authorised in the Special Conditions. The NRF manages the contract within the ceiling price, and the cumulative invoice value at expiry is the total contract price. Price adjustments are governed by the General Conditions of Contract clause 17.1, with risks shared equally between the NRF and the bidder. The NRF may cancel the quotation if the procurement is no longer needed, if no acceptable bids are received, or if a material irregularity occurs.

The service provider must exercise reasonable skill, care, and diligence in rendering all services. Services are delivered during normal working hours (Monday to Friday, excluding public holidays, 08h30 to 17h00) or as mutually agreed. The service provider must not do anything that may prejudice or be adverse to the NRF's operations. The service provider must submit information and reports as specified in the service request and comply with all applicable legislation. The service provider corresponds and delivers services only to the NRF and its end users.

The service provider must be a SACAA approved or recognised training facility and must provide evidence of this capability. The bidder must provide a fully completed pricing schedule (SBD 3.1) or a quotation on company letterhead. The bidder must provide proof of registration as a SACAA approved or recognised training facility.

The NRF measures the contracted bidder's performance against set performance levels. If the bidder fails to meet a performance level, the bidder must investigate and report root causes, correct the failure, and take preventative measures. The NRF deems failure to measure performance against contract specifications as a failure to meet performance levels. No completion certificate or invoice is approved or paid if the delivery is not satisfactory.
