Bidders must submit bids in a sealed envelope bearing the bid number, bid description, and closing date. The bid box is situated at Ground Floor, 14 Queen Victoria Street, Union House, Cape Town, 8001. Bids must be received before the closing time and date stipulated. The bid box is generally open 24 hours a day, 7 days a week. ALL BIDS MUST BE SUBMITTED ON THE OFFICIAL FORMS – (NOT TO BE RE-TYPED). The Department reserves the right to request an extension of the validity period of the bid prior to the expiry. Bidders shall be required to confirm such extensions in writing within the period specified by the department.

Bidders must be registered on the Central Supplier Database (CSD) at the closing time of the bid. Bidders must have at least a minimum of two-years relevant experience in the provision of home-based OR frail care services for intellectually OR physically disabled children OR adults. To this end, experience in the provision of disabled home-based/frail care services with a focus on caring for the intellectually and physically disabled children and adults will be considered relevant experience. Bidders must provide references that will allow the department to verify their experience in the specified field. Bidders that do not provide references will be disqualified. Failure to provide the additional documentation will disqualify the bid.

APPOINTMENT OF A SERVICE PROVIDER FOR THE RENDERING OF HOME-BASED CARE SERVICES AT THE SIVUYILE RESIDENTIAL FACILITY SITUATED AT STIKLAND HOSPITAL FOR THE DEPARTMENT OF SOCIAL DEVELOPMENT FOR A PERIOD OF FIVE (5) YEARS. The successful bidder will be required to fill in and sign a written Contract Form (WCBD 7)

Pricing Schedule (WCBD 3.2) must be completed in all respects, inclusive of VAT. Detailed cost breakdown required. Minimum 15% of original bid price remains firm and not subject to escalation. Price adjustment formula: Pa = (1-V)Pt[D1(R1t/R1o)+D2(R2t/R2o)+D3(R3t/R3o)+D4(R4t/R4o)] + VPt, where VPt = 15% of original bid price (firm), (1-V)Pt = 85% of original bid price, D1-D4 are cost factors (labour, overheads, etc.) summing to 100%, R1o-R4o are index figures at time of bidding. Labour and overheads indexed to CPI Headline (PO 141, May 2026: 106.7).

3.3.6 Must not have a record of violence, neglect or abuse of persons. 3.4 Duties: Home-based care workers will be fully responsible to provide all the care needs. Their duties will include but will not be limited to: Full time supervision of all residents on a 24-hour basis. Follow and strictly adhere to the structured daily program of the facility. Physical and hygiene care to all residents including bathing, dressing, oral hygiene, basic hair care and changing of nappies.

The Department reserves the right to accept or reject any bid offer and may cancel the bidding process or reject all bids at any time before awarding a contract, for reasons including, but not limited to the following: (a) There has been a change in circumstances, and the services specified in the invitation are no longer required; (b) Funds are no longer available to cover the anticipated expenditure; (c) No acceptable bids have been received; or (d) A material irregularity has occurred in the bidding process.

Specific operational requirements: Provide proof of Hepatitis B injections for all deployed staff, with top-ups during contract. No persons listed on Part B of National Child Protection Register; submit Form 29 for all staff. Police clearances for all staff, renewed annually. Department may request replacement of non-compliant employees. Staff must complete orientation before providing care. All bid requirements remain for contract duration.
