Appointment of a multidisciplinary team to develop a Development Charges (DC) system for Cape Agulhas Municipality. Deliverables:

• Inception Report: project understanding, legislative review, workplan, data gap analysis, stakeholder engagement plan, risk register.
• Bulk and External Services Costing Reports and Drawings: identify and cost bulk infrastructure for roads, water, sewer, stormwater, solid waste, electricity; include non-municipal infrastructure (provincial roads, Eskom); produce CAD/PDF and GIS drawings.
• Unit Cost Tables and Engineering Cost Summary: per service type and per town (Bredasdorp, Arniston/Waenhuiskrans, Struisbaai, L'Agulhas, Suiderstrand, Napier, Elim, Klipdale and Protem).
• Excel DC Calculator: using National Treasury template, with user manual and one training session.
• Draft Development Charges Policy.
• Draft Development Charges By-law.

Bidder must submit a separate report (Form 2.1.6) detailing approach and methodology for all 10 deliverables (2.1–2.10). The methodology for calculating DC unit costs must follow the National Treasury Policy Framework: planning horizon, service demand assessment, cost estimation (replacement cost method), consumption units, and unit cost calculation. The approach to setting up the NT Excel DC calculator for Cape Agulhas must be clearly demonstrated. The current DC policy review must use track changes in Microsoft Word with source and rationale explained. Personnel nominated must be allocated to each of the 10 sections.

Key Personnel (Form 2.1.4): Lead Project Engineer (Civil/Electrical Pr Eng or Pr Eng Tech, post-registration experience in bulk municipal services), Transport Engineer, Water Engineer, Sewer Engineer, Stormwater Engineer, Solid Waste Engineer, Electrical Engineer. Each scored on ECSA registration, years of post-registration experience, and specific bulk infrastructure experience. Personnel may fulfil multiple roles. Bidder Experience (Form 2.1.5): measured by number of similar projects (calculation of DC unit costs for municipal engineering services). 3+ projects = 20 points, 2 = 15, 1 = 8, 0 = 0. Reference letters from previous employers required.

Inception report must include a risk register and quality assurance plan. Deliverables to be in line with ECSA guideline 26 March 2021 (clauses 3.2.1 and 3.2.2). Project lead responsible for sign-off on each stage.

Pricing schedule with ECSA engineering categories (A, B, C, D) at specified DPSA fee per hour rates. Fuel costs per Department of Transport rates. Recoverable expenses per Department of Public Works. Bidder must complete the pricing schedule with fee per hour, hours, total, and percentage per service deliverable (2.1-2.10). Additional costs for other specialist services, travel, and recoverable expenses. Total price excluding and including VAT to be used for evaluation.

Pricing schedule based on ECSA engineering categories with DPSA fee per hour rates:

Fuel costs at Department of Transport rates per km. Recoverable expenses at Department of Public Works rates. All overheads included in rates. Rates fixed for the financial year.
