The removal of the existing timber walkway and construction of a new structural steel and timber walkway, consisting of concrete support columns, steel beam structure, steel balustrades. In addition to all other contractual requirements, it is highlighted that the works are to be executed in accordance to Proposed New Boardwalk Methodology Statement and the Environmental Management Plan (part of this tender document)

Notwithstanding the provisions of the Standard System, any amendments in respect of these Bills of Quantities are included in the

relevant trades

Wherever the words "shall be included in the description", "shall be stated" or words having the same effect appear within the

Standard System, it shall be deemed that descriptions in these Bills of Quantities incorporate such inclusions and statements.

8. Payment

Payment for the works will be dealt with strictly in accordance with Clause 25.0 of the agreement (Part 2.1)

9. Contractual Documentation

All construction drawings will be formally issued electronically only and should the contractor wish to print hard copies of the

drawings all necessary arrangements and costs must be provided for in "Bill no. 1 Preliminaries".

10. As-built Drawings

Where required, the Contractor shall prepare an updated set of as-built drawings. At completion of the contract the contractor shall

hand these drawings to the principal agent for reproducing onto the originals for handing over to the employer

11. Agreement Conditions & Tender Qualification

Tenderers are advised that any contractual qualifications made may result in qualified tenders being rejected. Tenders are to be

submitted strictly in accordance with the conditions indicated in the tender documents.

12. Tender Instructions

The tenderers are requested to review the Architecture and Engineering drawings and submit a priced bills of quantities for the

scope of works stated in item no. 3 above. The successful tenderer will enter into a formal contract agreement (Part 2 of this

document).

Tenderers shall as part of their tender provide the compulsory documents as per the "List of Returnables" in item 13 below.

Value Added Tax (VAT) shall be added as a lump sum inserted against the appropriate item in Part 2.2 on the Contract Data [CD]

item E3.0

Tenders shall hold good for a period of 16 weeks from the date of closing of tenders and shall not be altered, amended or

withdrawn during that period.

The lowest, or any, or portion of any tender will not necessarily be accepted.

A COMPULSORY briefing session will be held at Stony Point Nature Reserve on 4 August 2026, at 11h00 .

Directions to Stony Point Nature Reserve:

From Cape Town, take the N2 north. Just before Sir Lowry's Pass, turn right on to Sir Lowry's Pass Road. At the T-junction in

Gordon's Bay, turn left on to the R44 (Clarence Drive), following the road along the coast, past Rooi Els and Pringle Bay. Turn right

at the first sign for Betty's Bay, on to Porter Road. Follow Porter Road for 2.5km, then turn right on to Crassula Avenue. Turn right

on to Disa Road at the four way stop 600m down Crassula Avenue, and then follow the signs to Stony Point, which will be on your

left. The trip from Cape Town should take between 70-90 minutes, depending on the traffic in Somerset West.

contract. CapeNature may disregard any bid if the bidder or any of its subcontractors:

• Have abused the Supply Chain Management (SCM) system of a department or any other government department, agency, or

entity.

1.1 “acceptable tender” means any tender which, in all respects, complies with the specifications and conditions of

tender as set out in the tender document.

1.2 “affidavit” is a type of verified statement or showing, or in other words, it contains a verification, meaning it is

under oath or penalty of perjury, and this serves as evidence to its veracity and is required for court proceedings.

1.3 “all applicable taxes” includes value-added tax, pay as you earn, income tax, unemployment insurance fund

contributions and skills development levies;

1.4 “B-BBEE” means broad-based black economic empowerment as defined in section 1 of the Broad-Based Black

Economic Empowerment Act;

1.5 “B-BBEE status level of contributor” means the B-BBEE status of an entity in terms of a code of good practice

on black economic empowerment issued in terms of section 9(1) of the Broad-Based Black Economic

has an influence on the price of any supplies, or the rendering costs of any service, for the execution of

1.12 “Large Enterprise” is any enterprise with an annual total revenue above R50 million;

1.13 “non-firm prices” means all prices other than “firm” prices;

1.14 “person” includes a juristic person;

1.15 “price” means an amount of money tendered for goods or services, and includes all applicable taxes less all

unconditional discounts;

1.16 “proof of B-BBEE status level contributor” means-

(a) The B-BBEE status level certificate issued by an authorized body or person;

1.17 QSE is a Qualifying Small Enterprise with an annual total revenue between R10 million and R50 million;

1.18 “rand value” means the total estimated value of a contract in Rand, calculated at the time of the tender

1.19 “sub-contract” means the primary contractor’s assigning, leasing, making out work to, or employing, another

person to support such primary contractor in the execution of part of a project in terms of the contract.

1.20 “tender” means a written offer in the form determined by an organ of state in response to an invitation to provide

or services through price quotations, competitive tendering process or any other method envisaged in legislation;

1.21 “tender for income-generating contracts” means a written offer in the form determined by an organ of state in

response to an invitation for the origination of income-generating contracts through any method envisaged in

legislation that will result in a legal agreement between the organ of state and a third party that produces revenue

for the organ of state, and includes, but is not limited to, leasing and disposal of assets and concession contracts,

awarded, broken down as per the items listed in the table. The minimum qualifying threshold will be

70% of the 100 points awarded for functionality. Tenders failing to attain this threshold will be

disqualified without consideration of the other criteria of the CIDB Method 2 evaluation (price and

preference).

Stage 2. Thereafter, only the tenders qualifying with a score of 70% and above will be evaluated in terms of

points scored for financial offer and preferences in the applicable ratio as stated in the Conditions
