The National Film and Video Foundation (NFVF) invites quotations for catering services for 40 staff attending the Sediba Scriptwriting Workshop in Bloemfontein. Services required from 22 to 26 June 2026 at PACOFS Down Stage, Free State.

Provide catering services for 40 people at PACOFS Down Stage, Bloemfontein, Free State. Breakfast at 08h30: 2 x sandwich platters (assorted flavours), 40 x muffins, 40 x fruit, 40 x 500ml bottled water, 20 x tea, 20 x coffee, 2 x jugs of juice (different flavours daily). Lunch at 13:00: 1 x starch (rice, samp, etc.), 1 x meat, 2 x vegetables, 1 x salad, 40 x 300ml soft drinks, 40 x 500ml bottled water.

Bidders must submit: SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preference Points Claim Form), SBD 8 (Declaration of Past SCM Practices), SBD 9 (Certificate of Independent Bid Determination), CSD registration proof, valid TCC or PIN certificate, and company profile. Bidders must declare any conflicts of interest or relationships with state employees.

Mandatory documents: SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preference Points Claim Form), SBD 8 (Declaration of Past SCM Practices), SBD 9 (Certificate of Independent Bid Determination), CSD registration proof, valid Tax Clearance Certificate (TCC) or PIN certificate, and company profile. B-BBEE compliance: Submit valid B-BBEE certificate or affidavit for specific goals. Proof required for: B-BBEE Level 1 or 2, black ownership (50%+), black youth ownership, black women ownership (50%+), or black disability ownership. EMEs must submit a certificate from an Accounting Officer, SANAS-accredited Verification Agency, or IRBA-approved Registered Auditor.

Preference points for specific goals (20 points total): B-BBEE Level 1 or 2 (5 points), Owned by black people (50% or more) (4 points), Owned by black youth (5 points), Owned by black women (50% or more) (3 points), Owned by black people with disabilities (3 points). Valid proof (e.g., B-BBEE certificate, affidavit, ID copies, medical certificate) must be submitted for each claimed goal. Failure to provide proof results in zero points for that goal.

Contract terms are subject to the General Conditions of Contract and/or Service Level Agreement (SLA). Sub-contracting is limited to 25% of the contract value unless the sub-contractor is an EME with execution capability. Bidders must not disclose bid terms to competitors before official opening or award. Suspicious bids may be reported to the Competition Commission or NPA.

Bids exceeding R2000.00 are evaluated on the 80/20 preference point system: 80 points for price, 20 points for specific goals. The bidder with the highest total points wins. Ties are resolved by highest specific goals points, then highest functionality score if applicable. Points are rounded to 2 decimal places.
