The envelope must show the bidder's name and return address. Late, faxed, emailed, or electronically transmitted bids will not be accepted. Bids must be submitted intact with no detached pages; loose submissions are rejected. Documents must be completed in black ink; use of tipex is prohibited. All alterations to prices must be signed. The total price inclusive of VAT must be written in the Form of Offer in words and figures and signed; failure to do so means the offer is not submitted. Returnable forms include MBD1 (Invitation to Bid), MBD4 (Declaration of Interest), MBD6.1 (Preference Points Claim), MBD6.2 (Local Production and Content Declaration), and MBD7 (Contract Form) — all must be completed and signed. Specifications: section width 12 inches (305mm), radial, rim diameter 22.5 inches, load index 152/148, single load 3550kg, dual load 3150kg, ply rating 16PR or 19PR heavy duty, tread depth 15-18mm, overall diameter 1055mm, overall width 305mm, 5-year warranty or equivalent to Firestone specification.
• 11R22.5: 4 tyres. Specifications: section width 11 inches (279mm), radial, rim diameter 22.5 inches, load index 149/146, single load 3550kg, dual load 3000kg, ply rating 16PR standard, tread depth 14-17mm, overall diameter 1050mm, overall width 279mm, 5-year warranty or equivalent to Firestone specification.

Tyres are for refuse trucks used by the Cleansing Section for daily refuse removal.

Evaluation criteria

Preferential Procurement Regulations, 2022 issued in terms of section 5 of the

Preferential Procurement Policy Framework Act, Act Number (PPPFA) as well

1.1 “all applicable taxes” includes value-added tax, pay as you earn, income tax,

unemployment insurance fund contributions and skills development levies;

1.2 “B-BBEE” means broad-based black economic empowerment as defined in section 1 of

1.6. A bid may be disqualified if –

(a) this Declaration Certificate and the Annex C (Local Content Declaration: Summary

Schedule) are not submitted as part of the bid documentation; and

(b) the bidder fails to declare that the Local Content Declaration Templates (Annex C, D

and E) have been audited and certified as correct.

2.1. “bid” includes written price quotations, advertised competitive bids or proposals;

the supplier or its subcontractors) and which costs are inclusive of the costs abroad (this

Form of bid

The Bid shall be signed and witnessed on the Form of the Bid incorporated herein. The Schedule

of Quantities shall be fully priced and totaled in the currency of the Republic of the Republic of

South Africa to show the amount of the Bid, and Summary thereof shall be signed. The forms

contained herein shall be completed and signed by the Bidder, and this volume containing the

required information and data shall be submitted with the Bid Document.
