Evaluation uses an 80/20 preference points system under the Preferential Procurement Policy Framework Act and the Preferential Procurement Regulations, 2022. Bids are evaluated in line with the municipality's Supply Chain Management Policy and B-BBEE Act. Where applicable, local content is considered. The municipality is not obliged to accept the lowest or any quote, may accept part of a quote, and may re-advertise. No reasons for acceptance or rejection will be given. Bids must be responsive — conforming to all terms, conditions, and specifications without material deviation. Arithmetical errors are corrected with the amount in words governing over figures.

Supply and delivery of 6x new APC replacement UPS battery cartridges, model APCRBC140. Each cartridge is a lead-acid, enclosed battery cartridge with 192V, consisting of 2 battery modules. Designed for direct replacement use with Smart-UPS systems. Suitable for routine UPS maintenance in control panels, server racks, manufacturing automation lines, and electronics laboratories. Must meet EU RoHS Directive and REACh Regulation requirements. Bidders must state the brand and model offered, country of origin, and confirm compliance with the specification, noting any deviations.

Pricing schedule must be completed for 6x APC replacement UPS battery cartridges (APCRBC140). Bidders must indicate brand, quantity, cost per unit, and total cost, including VAT. Prices must be firm and include all delivery costs. Offer valid for 90 days from closing date.

Pricing must be firm and inclusive of VAT, with VAT shown separately. Offer must remain valid for 90 days from the closing date (19 August 2026). All delivery costs must be included in the bid price. Bidders must complete the pricing schedule table showing brand, quantity, cost per unit, and total cost, with totals for ex-VAT, VAT, and incl-VAT. The total incl-VAT must be carried to the front page. Non-firm prices, including those subject to exchange rate variations, will not be considered.

Mandatory registrations and documents: CSD registration report, valid tax clearance certificate or tax compliance status PIN, municipal rates account (not in arrears more than 90 days) or lease agreement, certified ID copies of all managing directors/owners, company registration certificates, and a valid/certified B-BBEE certificate or sworn affidavit. Bidders must not be persons in the service of the state. Returnable forms: MBD4 (Declaration of Interest) — discloses any connection to state employees; MBD9 (Certificate of Independent Bid Determination) — certifies no collusion; MBD8 (Declaration of Past SCM Practices); MBD6.1 (Preference Points Claim); local production and content declaration. Failure to provide required particulars results in a non-responsive tender.

The successful bidder must sign a written Contract Form (MBD7.1). The contract is subject to the General Conditions of Contract (GCC) and any Special Conditions of Contract. The municipality may cancel the tender process and reject all offers at any time before contract formation, without liability, but will give reasons on written request. The bidder must hold the offer valid for 90 days from closing date.

Bid is subject to the Preferential Procurement Policy Framework Act and the Preferential Procurement Regulations, 2022, the General Conditions of Contract (GCC) and any Special Conditions of Contract. No bids will be considered from persons in the service of the state. Suppliers must not make copies or alterations to the tender documents.

Minimum requirements: copies of company registration, municipal rates account (not in arrears more than 90 days) or lease agreement, firm price inclusive of VAT, tax clearance certificate and PIN from SARS, certified ID copies of all managing directors/owners, CSD registration report, registration certificates of entities (joint ventures/close corporations/partnerships), and all relevant fields signed.
