Two-phase evaluation: Phase One – compliance and responsiveness to bid rules and conditions; Phase Two – evaluation on PPPFA and PPR 2022 using the 80/20 preference point system (80 points for price, 20 points for specific goals, total 100 points). Price points calculated using the prescribed formula. Bidders must complete and sign SBD 6.1 to claim specific goal points; failure results in no points for specific goals. Joint venture preference points allocated proportionately. The department intends to award to the highest point scorer as a whole, unless circumstances justify otherwise. Services must be carried out by a person registered in accordance with SANS 10139 under SAQCC as a Fire Detection Installer or Commissioner. Bidders must provide a list of competent registered persons available to perform duties on the contract. Bidders must have suitable experience and suitably qualified personnel in similar services. Where brand names are specified, items similar/equivalent or better are required. Contract period: 24 months; if the contract value is depleted before the period ends, the contract is deemed expired.

Pricing must be in Rands, inclusive of all duties and taxes (except VAT, which is shown separately). Rates and prices are fixed for the contract duration and not subject to adjustment except as provided in the conditions of contract. Tender security: N/A. Performance bond/guarantee/surety: the preferred tenderer must submit an approved insurer undertaking to provide the Performance Bond/Guarantee/Surety within 21 days after appointment. The amount reflected on the Form of Offer and Acceptance takes precedence over any other total amount; if no value is shown, the bidder is regarded as having made no offer.

CSD registration: bidders must be registered on the National Treasury Central Supplier Database prior to award; proof of registration should be submitted with the bid. Tax compliance: bidders must submit a SARS tax compliance status PIN or CSD number; each party in a joint venture/consortium/sub-contractor must submit a separate CSD report or tax PIN. CIDB grading: bidders must have a CIDB grading of 3SF or higher (or be capable of being registered prior to evaluation); joint ventures eligible if every member is CIDB-registered and the lead partner has a grading one grade lower than required. SAQCC registration: bidders must be registered with SAQCC and provide verifiable proof of registration (certificate or card) as a Fire Detection Installer or Commissioner. Compensation Fund: bidders must be registered and in good standing with the Compensation Fund or a licensed compensation insurer; a letter of good standing must be submitted. SBD 4 (Declaration of Interest): discloses whether any director or shareholder is employed by the state or connected to anyone at the department; false declaration disqualifies. SBD 6.1 (Preference Claim): completed and signed to claim specific goal points. Compulsory Enterprise Questionnaire: completed for each enterprise; separate for each joint venture partner. Protection of Personal Content: consent form. Bidders must not be persons in the service of the state, nor have directors/shareholders who are. Bidders must not be listed on the Register of Tender Defaulters. Security screening and vetting will be conducted prior to award.

The employer must be reasonably satisfied that the tenderer has the necessary competencies and resources to carry out the work safely in terms of the Construction Regulations, 2014, issued under the Occupational Health and Safety Act, 1993. Bidders must be registered and in good standing with the Compensation Fund or a licensed compensation insurer, and submit a letter of good standing.
