Bids must be submitted in a sealed envelope marked with the tender reference number and title, deposited in the tender box at the Department of Public Works and Infrastructure, Corner of Scholl and Amalinda Main Road, Amalinda, Block B Building – Reception Area, East London, before 11:00 on 14 September 2026. Late, incomplete, unsigned, or electronically submitted bids will not be accepted. Tenders must be submitted on the official tender documentation only, in original format. Returnable documents include the Compulsory Enterprise Questionnaire, SBD 4, SBD 6.1, Form of Offer and Acceptance, priced Bills of Quantities, CSD report, CIDB certificate, two project references with appointment letters and completion certificates, artisan trade certificate and ID, and POPIA consent. Proof of authority to sign (e.g. resolution) is required; failure to provide it renders the bid non-responsive.

Evaluation is in two phases. Phase One: compliance and responsiveness to bid rules and conditions, including mandatory requirements. Phase Two: price and preference under the 80/20 system – maximum 80 points for price and 20 points for specific goals, total 100. The contract is awarded as a whole to the highest point scorer. Specific goals include local production and content (minimum threshold 100% for designated sector: Steel Products, PVC, Concrete, and Components), locality (Buffalo City Municipality address on CSD), and other goals as per SBD 6.1. Bidders must complete and sign SBD 6.1 to claim specific goal points; failure results in no points for specific goals. Joint ventures must submit a JV agreement to substantiate proportional points.

Contract based on NEC3 Term Service Contract: April 2013. Duration: 24 months from commencement. Bidders must hold CIDB grading 3SO or higher in the SO class of works. Bidders must submit a recognised relevant artisan trade certificate and certified ID of the person who will carry out the work. All trades in the Bills of Quantities must be priced; failure may lead to elimination. Brand names specified may be substituted with similar, equivalent, or better items.

Rates and prices must be stated in Rands, fixed for the contract duration, and include all duties and taxes except VAT, which must be shown separately. The amount in words governs if there is a discrepancy with figures. Tender validity period is 120 days. No tender security is required. The preferred tenderer must provide a performance bond/guarantee/surety in the format and standard per DPWI policy within 21 days after appointment. The successful bidder will be required to sign the NEC3 contract form.
