Submission method:

• Bids must be submitted by hand at 15 Maclear Road, Elliot, 5460 (Reception) by 12:00 local time on 17 August 2026.
• Bids must be sealed and endorsed on the envelope with the bid number and description.
• No faxed, couriered, or emailed tenders will be accepted.
• Bids will be opened in public immediately after the stated closing time.

Disqualification risks:

• Any returnable form left unsigned or omitted.
• Bids received after the closing time, regardless of reason.
• Bids not submitted on the official forms provided (not to be re-typed).
• Bids with unauthorised amendments or qualifications.
• Bids from persons in the service of the state, or from bidders listed on the Register of Tender Defaulters.
• Failure to provide any of the required particulars may render the bid invalid.

Evaluation is based on the 80/20 preference point system under the Preferential Procurement Regulations 2022.

• Price: 80 points (awarded to the bidder submitting the lowest bid).
• Specific Goals: 20 points, allocated as follows:
• Youth Owned Company: 4 points (proof: CSD summary or certified ID copy for the director).
• Black Owned Company: 6 points (proof: CSD summary or certified ID copy for the director).
• Locality: 10 points, based on the bidder's location:
• Within the boundaries of Sakhisizwe Local Municipality: 10 points.
• Within the boundaries of Chris Hani District: 5 points.

Evaluation stages:

• Bids will be evaluated based on the 80/20 preference point system.
• The municipality does not bind itself to accept the lowest or any bid and reserves the right to accept the whole or part of the bid.

Scope: Appointment of a service provider (valuer) to valuate land for disposal (purchase and lease).

Properties to be valuated:

• Khowa Commonage Land, used for agriculture, approximately 262.8 hectares.
• Cala Industrial: 25,696 m² (6,424 m² each portion).
• Cala Institutional (Church): 3,088 m².
• Umthatha Road Residential: multiple plots, sizes 620 m² and 479 m², one zoned Zone IIIB.

Project timeframe: 30 (thirty) days from the project initiation date.

SG diagrams and locality maps are attached to the tender document.

Service providers must furnish details of similar projects/services satisfactorily completed in the past, including:

• Description of the work.
• Contract value.
• Name of employer with contactable references.
• Duration and completion date.

Inspection: The supplier's premises shall be open at all reasonable hours for inspection by a representative of the department or an organisation acting on its behalf.

If inspections, tests, or analyses show the supplies/services comply with contract requirements, the cost is borne by the purchaser; if not, the cost is borne by the supplier.

Non-compliant supplies or services may be rejected, and the supplier must remove and substitute them at their own cost.

The supplier must permit the purchaser to inspect the supplier's records relating to performance and have them audited by auditors appointed by the purchaser.

Pricing schedule for proposed properties to be valuated:

• Khowa Commonage Land (Agriculture, approx. 262.8 Ha).
• Cala Industrial (25,696 m², 6,424 m² each portion).
• Cala Institutional (Church, 3,088 m²).
• Umthatha Road Residential (various plots: 620 m², 479 m², etc., one Zone IIIB).

Columns for Valuation Price per site and Total.

Sub-total, VAT 15%, Grand Total.

Bidders shall include VAT in their bid rates.

Pricing schedule:

• Bidders must complete the pricing schedule for each property, with columns for valuation price per site and total.
• Sub-total, VAT 15%, and grand total must be calculated.

Contract period: The contract will be valid for one month.

Contract adjustment: No contract adjustment will be allowed during this period; rates are fixed.

Penalties: If the service provider fails to deliver as specified, the employer may withhold 10% of the invoice amount.

Payment: Payment will be made in Rand, no later than 30 days after submission of an invoice or claim.

Performance security: Within 30 days of notification of contract award, the successful bidder must furnish performance security in the amount specified in the special conditions of contract, in the form of a bank guarantee, irrevocable letter of credit, or cashier's/certified cheque.

CSD registration:

• Bidders must be registered on the Central Supplier Database (CSD) and provide a full CSD report not older than 3 months.

Tax compliance:

• Bidders must be tax compliant and submit a TCS PIN or CSD number.
• A printed TCS certificate may be submitted with the bid.
• For consortia, joint ventures, or sub-contractors, each party must submit a separate TCS certificate/PIN/CSD number.
• Foreign suppliers must complete the pre-award questionnaire in Part B:3.

Municipal rates and taxes:

• All municipal rates and taxes must be paid where the business has its head or regional office.
• A rates clearance certificate not older than 3 months must be submitted with the bid.
• If the property is leased, a lease agreement must be submitted.

Professional registration:

• Bidders must hold valid registration with the South African Council for the Valuers Profession.

B-bbee:

• Bidders must submit a B-BBEE status level verification certificate or sworn affidavit (for EMEs and QSEs) to qualify for preference points.

Other:

• Bids will not be considered from persons in the service of the state.
• Bidders listed on the Register of Tender Defaulters are excluded.
• Bidders who have abused the Employer's Supply Chain Management System or failed to perform on any previous contract are excluded.

Contract period: The contract will be valid for one month.

The supplier shall not assign obligations under the contract without the purchaser's prior written consent.

Subcontracts must be notified to the purchaser in writing.

Delays in performance may incur penalties calculated at the current prime interest rate for each day of delay, unless an extension is agreed.

The purchaser may terminate the contract for default, including corrupt or fraudulent practices.

Force majeure relieves the supplier from liability for delay or non-performance.

Disputes are first resolved by mutual consultation, then mediation, then a South African court of law.

The contract is governed by South African law and written in English.

Conditions of acceptance:

• The municipality is under no obligation to accept any proposal/tender and reserves the right to accept the whole or any part.
• No proposals/tenders will be considered from persons in the service of the state, bidders or directors/shareholders listed on the Register of Tender Defaulters, bidders who have abused the Employer's Supply Chain Management System, or failed to perform on any previous contract.
• No faxed, couriered, or emailed tenders will be accepted.
• The municipality reserves the right to extend the tender period by notice in the press and on the municipality's official website.
• Tender validity period: 90 days after tender closing date.

Required documents:

• All municipal rates and taxes of the tenderer must be paid where the business has its head or regional office, and a rates clearance certificate not older than 3 months must be submitted with the bid; if the property is being leased by the bidder, a lease agreement should be submitted.
• Latest full CSD report (not older than 3 months).
• Valid registration with the South African Council for the Valuers Profession.
• Fully completed and signed MBD 1-9 attached on the tender document.

Evaluation criteria: 80/20 preference point system. Price = 80 points, Specific Goals = 20 points.

Specific Goals: Youth Owned Company 04 Points, Black Owned Company 06 Points, Locality 10 Points.

Locality points: within Sakhisizwe Local Municipality 10 points, within Chris Hani District 05 points, within Eastern Cape 03 points, outside Eastern Cape 02 points, failure to provide proof 0 points.
