Bids must be submitted in a sealed envelope marked with the tender reference number and title, deposited in the tender box at the Department of Public Works and Infrastructure, Corner of Scholl and Amalinda Main Road, Amalinda, Block B Building – Reception Area, East London, before 11:00 on 14 September 2026. Late, incomplete, unsigned, faxed or emailed bids will not be accepted. Only the official tender documentation may be used; bids must not be re-typed. The original bid document must be submitted, with all required forms completed and signed. Proof of posting is not proof of delivery; courier deliveries must reach the correct location and time. Returnable documents include: SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), Compulsory Enterprise Questionnaire, Form of Offer and Acceptance, priced Bills of Quantities, CSD report, CIDB grading certificate, two project references with appointment letters and completion certificates, a certified copy of a recognised artisan trade certificate and ID of the person carrying out the work, and a resolution authorising the signatory. Failure to submit any of these may render the bid non-responsive.

Evaluation is in two phases. Phase One checks compliance and responsiveness to bid rules and conditions; non-compliance eliminates the bid. Phase Two scores price and preference under the 80/20 system: maximum 80 points for price and 20 points for specific goals, total 100 points. The contract is awarded as a whole to the highest point scorer unless circumstances justify otherwise. Specific goals points require completion and signing of SBD 6.1; failure results in no points for specific goals. Points for locality require the preferred address on CSD to be within Raymond Mhlaba Municipality, not edited after the issue of the bid. Proof of ownership (CIPC certificate and certified ID) is required to claim specific goal points. Joint ventures must submit a JV agreement to substantiate proportional allocation of points.

The contract covers supply, servicing, repairs and maintenance of plumbing for a two-year term across Cluster 1: Seymour, Bedford, Fort Beaufort and Alice. The contract is based on the NEC3 Term Service Contract: April 2013. Bidders must hold a CIDB grading of 2SO or higher in the SO class of works (wet services and plumbing). Bidders must submit at least two written contactable references for projects successfully completed in the past, clearly indicating client name, contract value, contract term, contact person and details, along with two signed completion certificates and two signed appointment letters for the same projects. The referenced projects must be for building construction works under the CIDB SO class. A recognised relevant artisan trade certificate and certified ID of the person who will carry out the work must be attached. The department may conduct in loco inspections to verify information. The contract duration is 24 months from commencement. The relevant designated sector for local production is Steel Products, PVC, Concrete and Components, with a minimum threshold of 100% local content. EPWP policy applies.

Rates and prices must be stated in Rands, inclusive of all duties and taxes except VAT, which must be shown separately. Prices are fixed for the contract duration and not subject to adjustment except as provided in the contract. The Form of Offer and Acceptance amount takes precedence over any other total in the bid; if it has no value, the bid is regarded as no offer. The successful tenderer must provide a performance bond/guarantee/surety from an approved insurer within 21 days of appointment. Tender validity period is 120 days. All trades in the Bills of Quantities must be priced; failure to do so may lead to elimination. The employer may negotiate with bidders if the offer is not market-related, but bidders cannot increase their offers during negotiation.

Bidders must be registered on the Central Supplier Database (CSD) and submit a CSD report showing tax matters are in order; each party in a JV/consortium/sub-contractor must submit a separate CSD report. Bidders must have a valid CIDB grading certificate or CRS number, with active status maintained throughout the bidding process. Tax compliance status must be verified through CSD; non-compliant bidders may be given 7 days to rectify, failing which they are declared non-responsive. Bidders must complete and sign SBD 4 (Declaration of Interest) and the Compulsory Enterprise Questionnaire; incomplete or unsigned SBD 4 leads to non-responsiveness. SBD 6.1 must be completed to claim preference points. The Declaration Certificate for Local Production and Local Content must be completed and signed. A letter of good standing from the Compensation Fund or licensed insurer is required. Bidders must not be listed on the Register of Tender Defaulters. A resolution authorising the signatory must be submitted; failure results in non-responsiveness. POPIA consent form must be completed. Bidders must undertake to maximise sourcing of building materials from Eastern Cape based suppliers or manufacturers.
