• Closing date and time: 18 August 2026 at 11:00 am. Late, faxed, emailed, or electronic submissions will not be accepted.
• You are responsible for ensuring delivery to the correct location and on time; the department will not accept responsibility for wrong delivery.
• Use only the official tender documentation issued; no alternative offers are allowed.
• Must include original plus required copies of the tender offer.
• Mandatory returnable documents include: completed Form of Offer and Acceptance, SBD 1, SBD 4, SBD 6.1, Compulsory Enterprise Questionnaire, proof of CSD registration, valid CIDB grading certificate (4SI or higher), SANAS accredited lift mechanic certificate, and fully priced Bills of Quantities.
• Joint ventures must submit separate enterprise questionnaires, CSD reports, and a joint venture agreement.
• Tender validity period is 120 days.

Minimum CIDB grading of 4SI or higher in SI class of works; Must be registered on National Treasury Central Supplier Database; Tax matters must be in order with SARS; Must submit valid SANAS certificate for designated lift mechanic; Joint ventures allowed with lead partner having grade 3SI or higher; Must have suitable experience and qualified personnel for similar services.

• Scope: Term contract for lifts maintenance and repairs to various DPWI properties within Buffalo City Metropolitan Municipality for a period of three (3) years.
• Contract based on the latest GCC (General Conditions of Contract).
• Only tenderers with suitable experience and suitably qualified personnel in providing similar services are eligible.
• All work must be done by a SANAS accredited competent lift mechanic employed by or contracted to a competent lift service provider. A valid SANAS certificate must be submitted.
• The successful tenderer must bring an unsigned copy of the form of contract (e.g., JBCC Edition 6) for signing.
• Where a brand name is specified, an equivalent or better item is required.

• Pricing must be in South African Rands (ZAR).
• Rates and prices must be fixed for the contract duration, not subject to adjustment except as per contract conditions.
• Include all duties and taxes (except VAT) in the rates. Show VAT payable by the employer separately.
• The tenderer must submit a fully priced Bill of Quantities; all trades must be priced (except provisional sums). Failure may lead to elimination.
• The amount on the Form of Offer and Acceptance takes precedence over any other total indicated elsewhere.
• The preferred tenderer will be required to submit an approved insurer undertaking for a Performance Bond/Guarantee as per DPW policy.
• Tender security amount: Not required (N/A).

• Mandatory registration: CIDB grade 4SI or higher for the SI class of works. Status must be active throughout the bidding process.
• Mandatory registration on the National Treasury Central Supplier Database (CSD). Submit proof (CSD report).
• Tax compliance: Tax matters must be in order with SARS. Verified via CSD; non-compliance allows 7 days to rectify, failure leads to elimination.
• Submit SBD 4 (Declaration of Interest) fully completed. Failure to disclose interests leads to elimination.
• Submit SBD 6.1 fully completed to claim preference points.
• B-BBEE: Specific goals under PPPFA account for 20 points. Details and points claimed via SBD 6.1.
• Entities/individuals listed on the Register of Tender Defaulters are prohibited.
• Persons in the service of the state (or their close family members) are restricted from awards; declarations required.
• Must be registered and in good standing with the Compensation Fund or a licensed compensation insurer.
• Joint ventures: Each member must be CIDB registered in SI class; lead partner must be grade 3SI or higher.
