• Quotations must be on company letterheads.
• Quotations received after the closing date and time will not be accepted.

• Quotations will be evaluated on the 80/20 point scoring system.
• 80 points will be allocated to Price.
• 20 points will be allocated for Specific Goals as per PPPFA 2022.
• The applicable preference point system for this tender is the 80/20 preference point system.
• Points for this tender shall be awarded for Price and Specific Goals.

• Supply and replacement of complete 150L electric geysers and trays (4 units).
• Labour for installation.
• All pipes and electric connections.
• Transport.
• A 6-month guarantee must be stated.
• A safety file must be provided.
• All service providers attending the site briefing must wear safety shoes and reflector jackets.
• CIDB grading required: GB 1 and above.

• Bidders must have a CIDB grading of GB 1 and above.
• Suppliers must use their own company letterhead for quotations, not the JW RFQ format.

• Pricing must be submitted on the "PRICING SCHEDULE – FIRM PRICES (PURCHASES)" form (MBD 3.1).
• Only firm prices will be accepted; prices subject to exchange rate variations will not be considered.
• A separate pricing schedule must be submitted for each delivery point if pricing is influenced by different delivery points.
• The offer must be valid for 60 days from the closing date of the bid.
• The pricing schedule requires the following details for each item:
• Item No.
• Quantity
• Description
• Unit Price (P)
• Total Price (QTY*P)
• The schedule includes fields for Sub-Total, VAT at 15%, and Grand Total (Bid Price in RSA currency with all applicable taxes included).
• The authorized representative must declare that the offer is in accordance with the specification and accepts all conditions.
• Specific details to be provided for each offer include:

• Compliance with specifications (YES/NO) and indication of deviations if not compliant.
• Period required for delivery.
• Delivery: Firm/Not firm.
• Delivery basis.

• Total quotation value must be inclusive of all applicable taxes. Failure to include all applicable taxes will lead to disqualification.
• Only firm prices will be accepted. Non-firm prices (including prices subject to rates of exchange variations) will not be considered.
• In cases where different delivery points influence pricing, a separate pricing schedule must be submitted for each delivery point.
• All delivery costs must be included in the bid price for delivery at the prescribed destination.
• "All applicable taxes" includes value-added tax, pay-as-you-earn, income tax, unemployment insurance fund contributions, and skills development levies.

• Central Supplier Database (CSD) registration is mandatory.
• Original Valid Tax Clearance Certificate or valid SARS PIN.
• A certified/original/valid B-BBEE certificate or sworn affidavit (Sworn Affidavit must be compliant as per B-BBEE Practice Guide; non-compliant affidavits will be scored zero).
• Municipal rates and taxes or municipal charges account statement not older than 90 days and not in arrears for more than 90 days.
• Signed Declaration of Interest form (MBD 4).
• Declaration of Bidders past supply chain management practices (MBD 8).
• Certificate of Independent Proposal Determination (MBD 9).
• Proof of CSD registration / MAAA Supplier Number.
• Preference points claim form in terms of the preferential procurement regulations 2022 (MBD 6.1).
• Company registration documents with ID copies of directors/shareholders.
• Quotations must be on company letterheads.
• Quotations must be on PDF format (MS WORD, MS EXCEL, PICTURES ARE NOT ALLOWED).
• No RFQ will be considered from persons in the service of the state.
• No Bidder who is blacklisted by National Treasury or any National Authority due to non-performance will be considered.
• Submission of a Joint Venture Agreement, where applicable, which has been properly signed by all parties.

• B-BBEE certificates or sworn affidavits are required.
• Points will be allocated for Specific Goals as per the Preferential Procurement Policy Framework Act (PPPFA) 2022.
• The evaluation uses an 80/20 point system, with 20 points allocated for Specific Goals.
• Specific goals include SMME status (EME or QSE) and ownership (51% or more black-owned by Black People).
• Proof of B-BBEE status must be a valid B-BBEE Certificate issued by a SANAS accredited verification agency or DTI/CIPC B-BBEE Certificate for Exempted Micro Enterprises or Qualifying Small Enterprise, or an Affidavit sworn under oath.

• All service providers attending the site briefing must wear safety shoes and reflector jackets.
• A safety file must be provided.

• A 6-month guarantee is required for the supplied geysers.
• Bidders must comply with the Protection of Personal Information Act (POPIA) regarding the collection, processing, storage, and sharing of personal information.
• Johannesburg Water undertakes to protect personal information and keep it private and confidential.
• Suppliers consent to the lawful collection, processing, storage, and sharing of their personal information by Johannesburg Water.
• Consent is effective immediately and remains effective until withdrawn.
• Bidders have the right to request a copy of their personal information held by Johannesburg Water, and to request correction or deletion of their personal information.
• Withdrawal of consent does not affect the lawfulness of processing activities up to the date of withdrawal.

• This bid is subject to the Preferential Procurement Policy Framework Act of 2000 and the Preferential Procurement Regulations, 2022.
• The bid is also subject to the General Conditions of Contract (GCC) and any other applicable Special Conditions of Contract.
• Acceptance of a quotation will be subject to Johannesburg Water's Supply Chain Policy.
