Bids must be submitted in a sealed envelope marked with the tender number and title, deposited in the tender box at the Department of Public Works & Infrastructure, Corner of Nkosi Senyukele Jojo and Ngqubusini Street, Off Ntsizwa Street, Mt Ayliff, 4735, before 11:00 on the closing date. Late, incomplete, unsigned, faxed, or emailed bids will not be accepted. Bids must be on the official forms; no re-typing. The tender will be opened in public immediately after closing. Returnable documents include: SBD 1, SBD 4, SBD 6.1, Compulsory Enterprise Questionnaire, Form of Offer and Acceptance, completed Pricing Schedule, proof of CSD registration, tax compliance PIN, ECSA registration certificates, and a minimum of three contactable references.

Two-stage evaluation. Stage One: compliance and responsiveness to bid rules and conditions. Stage Two: 80/20 preference point system under PPPFA and Preferential Procurement Regulations 2022. Maximum 80 points for price, 20 points for specific goals, total 100 points. Bidders must complete and sign SBD 6.1 to claim specific goal points. The tender will be awarded as a whole to the highest point scorer unless circumstances justify otherwise.

Provision of professional civil and structural engineering services at Mount Ayliff and Matatiele Service Offices. Contract based on the CIDB Professional Services Contract (Third edition) 2009. The preferred tenderer must submit an approved insurer undertaking for Professional Indemnity insurance within 21 days of appointment. Professional fees must be priced using the latest Guideline for Professional Fees (Scope of Services and Tariff of Fees for Persons Registered in terms of Engineering Profession Act), as gazetted in Government Gazette No. 52691, 16 May 2025.

Pricing must be in South African Rand. All items in the Pricing Schedule must be priced. The amount in words governs over figures. VAT must be included at 15% for VAT vendors; non-vendors must register within 21 days of appointment if awarded. The preferred tenderer must provide an insurer undertaking for Professional Indemnity insurance within 21 days of appointment.

Must be registered on the Central Supplier Database (CSD) with tax matters in order. At least one director must be a registered Professional Engineer with ECSA, with proof of registration and a letter of good standing. Must not be listed on the Register of Tender Defaulters or restricted suppliers list. Must complete the Compulsory Enterprise Questionnaire and SBD 4. Must submit a valid CSD report and tax compliance PIN. Must provide proof of authority to sign (e.g., board resolution). Must not be a person in the service of the state or have directors who are. Must submit a minimum of three written contactable references. Must complete the POPIA consent form. Must submit a resolution for signatory if applicable. Must submit a certificate of authority for joint ventures if applicable.
