Evaluation is in three stages: Compliance, Functionality, and Price. The 80/20 preference point system applies. Functionality minimum qualifying score is 70% (42 out of 60 points). Functionality criteria: Locality (max 40 points) – offices within Eastern Cape get 40 points, outside get 30 points, based on CSD preferred address; Contractors Past Experience (max 20 points) – projects of R2,000,000 and above get 20 points, between R100,000 and R2,000,000 get 10 points. Price: 80 points to lowest price, others proportionately. Specific goals points (Black ownership 4, Women ownership 6, Youth ownership 4, Disabled people ownership 6) are added to price points for final score. Ties broken by highest functionality percentage, then drawing of lots.

Supply, deliver and place parkhome structures for dormitory and kitchen units at three camps within King Sabata Dalindyebo, Port St Johns and Ingquza Hill Local Municipalities. The department is responsible for clearing, grubbing, connecting to existing water line, and electrical connection. Specifications: Walls – 60mm polystyrene core with 0.58mm chromadek skin; Roof and ceiling – 0.58mm chromadek/galvanized skin with 60mm polystyrene core; Windows – aluminium with top hang openers; Doors – external chromadek panels with aluminium frames, cylinder locks; internal chromadek panels with indicator locks; Floor – heavy duty vinyl sheeting or carpeted; Electrical – wiring kit with lights, switches, socket outlets, DB board, all units must have certificate of compliance; Finishes – 1 plug per room for dormitory, 2 plugs for kitchen (1 for stove), plumbing for sink with 1x10L geyser, white melamine kitchen cupboards with oak tops, steel steps at entrance, concrete blocks for levelling. Equivalent to chromadek skin accepted.

Model Preambles for Trades 2008 must be adhered to. JBCC Preliminaries Code 2103, May 2005 edition for use with JBCC Principal Building Agreement Edition 4.1, Code 2101, March 2005 is incorporated under Pricing Schedule. Project team to be established comprising End User, Service Provider and stakeholders to monitor performance and certify invoices. All equipment must be delivered within 6-8 weeks upon receipt of official works order.
