Bids must be submitted in sealed envelopes clearly marked with the tender reference and description, deposited in the bid box at Block A, Department of Public Works & Infrastructure, Corner of Nkosi Senyukele & Ngqubusini Street, Mount Ayliff 4735, before 11:00 on 07 October 2026. Late, telegraphic, telephonic, telex, facsimile, e-mail or electronic submissions will not be accepted. The original bid document must be submitted in its original format. Bids must be complete, signed, and all returnable documents included. Only one offer per bidder is allowed; alternative offers will not be considered. The Form of Offer and Acceptance must be fully completed and signed; the amount in words governs if it differs from figures. A resolution authorising the signatory must be submitted where applicable. The tender validity period is 120 days.

Returnable documents include: SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Point Claim), Compulsory Enterprise Questionnaire, Compulsory Declaration, Form of Offer and Acceptance, priced Bills of Quantities with Final Summary, CSD report, CIDB certificate or CRS number, POPIA consent, proof of registration on CSD, and a letter of good standing from the Compensation Fund or licensed insurer. Joint ventures must submit separate enterprise questionnaires and a certificate of authority for joint ventures.

Evaluation is in three phases:

Phase 1 – Compliance and responsiveness to bid rules and conditions.

Phase 2 – Functionality, with a minimum threshold of 70 points to proceed. Functionality is scored on: Expertise of key personnel (35 points), Relevant project experience (40 points), and Project references (25 points).

Phase 3 – PPPFA 2022 evaluation: 80 points for price and 20 points for specific goals (80/20 system).

Bidders must complete and sign SBD 6.1 to claim specific goal points; failure results in no points for specific goals. Joint ventures/consortia must submit a JV agreement and proof of substantiation for points claimed. A Cipro certificate (CK) and certified ID copies are required as proof of ownership for specific goals. The department intends to award to the highest point scorer as a whole.

The contract covers servicing, repairs and maintenance of mechanical equipment, including generators and air conditioners, for the Department of Social Development in Alfred Nzo District. The contract is a two-year term contract based on the NEC3 Term Service Contract (April 2013). Bidders must have suitable experience and qualified personnel. Key personnel must hold trade test certificates: for generators, a Diesel mechanic or Electro-mechanic trade certificate; for air conditioners, a Refrigeration and Air conditioning mechanic trade certificate. Confirmation of employment letters stating start and end dates must be provided. Bidders must submit at least three contactable references for similar projects, a list of projects on tender, company profile, and available resources. Where brand names are specified, equivalent or better items are acceptable. The successful bidder must submit a written contract with the Schindler Lift company within 21 days of award.

Pricing must be in Rands and include all duties and taxes except VAT, which must be shown separately. Rates and prices are fixed for the contract duration. All trades in the Bills of Quantities must be priced. The preferred tenderer must provide a performance bond/guarantee/surety/security as per DPW policy. No tender security is required (N/A).

Bidders must be registered on the Central Supplier Database (CSD) and have tax matters in order, verified through CSD. CIDB grading of 3ME or higher is required, and the CIDB status must remain active through award. Bidders must be a legal entity, partnership, or consortium. A letter of good standing from the Compensation Fund or licensed insurer is required. Bidders must complete the Compulsory Declaration and Compulsory Enterprise Questionnaire. SBD 4 (Declaration of Interest) must be completed and signed. SBD 6.1 must be completed to claim preference points. Proof of CSD registration and CIDB certificate must be submitted. Bidders must not be listed on the Register of Tender Defaulters. Bidders must undertake to maximise sourcing of building materials from Eastern Cape suppliers.
