The eastern cape department of education is establishing a three-year panel of prequalified plumbing contractors (CIDB grading 2so or higher) to undertake plumbing building works, including emergency procurement, at education facilities across the province. Contractors on the panel will be invited to bid for specific projects as needs arise and must be able to respond urgently. The most consequential consideration is that bidders must score at least 70 out of 100 in the functionality evaluation to be admitted to the panel.
CIDB grading: Must hold an active CIDB grading of 2SO or higher (only one grading may be indicated); suspended or expired status disqualifies.
CSD registration: Must be registered on the National Treasury Central Supplier Database and the CSD number must appear on the cover page.
Tax compliance: Must provide a SARS Tax Compliance Status (TCS) PIN or printed TCS certificate, or a CSD number if no TCS PIN.
Company registration: Must be registered with the South African Registrar of Companies (CIPRO).
Plumbing trade test: Must provide a Plumbing Trade Test Certificate.
Functionality threshold: Must score at least 70 out of 100 in the functionality evaluation to be considered for the panel.
No joint ventures: Joint venture applications are not allowed.
Closing deadline: Submissions must be delivered in a sealed envelope (original copy only) to the bid box at the Steve Vukile Tshwete Education Building, Zone 6, Zwelitsha, 5608, by 11:00 on 10 November 2026; late submissions will not be accepted.
