Where Ps = points scored for price, Pt = price of tender under consideration, Pmin = price of lowest acceptable tender.

• Black Ownership: 51-100% = 10, 30-50% = 6, 5-29% = 4, 0-4% = 0
• Black Women Ownership: 51-100% = 4, 30-50% = 2, 5-29% = 1, 0-4% = 0
• Black Youth Ownership: 30-100% = 3, 5-29% = 2, 0-4% = 0
• Disability: 30-100% = 3, 5-29% = 2, 0-4% = 0

Scope: Supply and delivery of groceries and meat products for the uMgungundlovu District Municipality area.

Quotations must be submitted per quotation number. The pricing schedule is divided into five quotations, each for a named beneficiary:

• Chilli Russians 5kg x 1

• Offal Set (Full Cleaned Set) Standard x 4

All items must be quoted strictly according to the specified units and quantities.

Subtotals and totals to be calculated inclusive of VAT. Fixed price quotations on company letterhead are required; price must be inclusive of VAT and all costs relating to disbursements.

• Complete all shaded pricing cells in Rand (ZAR) excluding 15% VAT.
• Subtotals and grand totals must be calculated inclusive of VAT where applicable.

Offer validity: 90 days from the closing date of the RFP.

Mandatory compliance:

• Registration on the National Treasury Central Supplier Database (CSD / MAAA).
• Valid Tax Compliance Status (SARS PIN to be supplied if tax status is non-compliant).
• Bidders must not be persons in the service of the state, nor companies/close corporations with directors/members in the service of the state.
• Foreign suppliers must complete the questionnaire in SBD 1.

B-bbee:

• A B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs and QSEs) must be submitted to qualify for preference points.

Tax compliance:

• Submit SARS Tax Compliance Status (TCS) PIN or a printed TCS certificate.
• If no TCS PIN is available, provide a CSD number.
• For consortia/joint ventures/sub-contractors, each party must submit a separate TCS certificate/PIN/CSD number.

The successful bidder will be required to fill in and sign a written contract form (SBD 7). The bid is subject to the Preferential Procurement Policy Framework Act, 2000, the Preferential Procurement Regulations, 2017, the General Conditions of Contract (GCC), and any applicable special conditions of contract.
