A clear, full-colour photograph of the exact water meter offered must be attached to the bid. The photo must be high resolution, show the entire product including model numbers and dials, and will be used to verify technical compliance. Black-and-white photos, photocopies, or low-quality renderings are not accepted. Failure to attach the photo results in immediate disqualification.

Pricing schedule – firm prices only. Items: 15mm plastic water meter with tail piece (200 units) and 20mm plastic water meter with tail piece (200 units). Prices must be in South African currency, include delivery costs, and be valid for 30 days. VAT must be included and recorded as a lump sum. Non-firm prices will not be considered.

B-BBEE points claimed under the 80/20 system: 15 points for enterprises owned by historically disadvantaged persons (100% black-owned: 5 points; at least 30% woman-owned: 5 points; at least 30% youth-owned: 2.5 points; at least 30% people with disabilities: 2.5 points) and 5 points for EMEs located within the local area of Mbombela. Bidders must submit certified B-BBEE certificates or sworn affidavits (for EMEs/QSEs) to claim points.

The successful bidder must sign a written contract form (MBD7).

• The Municipality may cancel the contract summarily if the successful bidder fails to execute the service, and the bidder will be liable for any additional expenses incurred by the Municipality in calling for fresh tenders or accepting a less favourable tender.
• Bids are valid for 30 days from the closing date.
• The contract is subject to the General Conditions of Contract (GCC) and any special conditions.
• The Municipality may reject a bid if the bidder or its directors have abused the SCM system, been convicted of fraud or corruption in the past five years, or are listed on the Register of Tender Defaulters.
