Description

Eskom Holdings SOC Ltd requires the supply of various line hardware for its Distribution Northern Cape operating unit, on an "as and when" required basis, for 5 years / 60 months. The invitation is an open tender and the documents are issued free of charge. Submitting a tender is taken as acceptance of the Eskom Standard Conditions of Tender, available at www.eskom.co.za; where the Tender Data and the Standard Conditions conflict, the Tender Data prevails. Eskom may accept the whole or part of the contract and intends to award to more than one bidder on a line-item basis; where multiple suppliers are awarded, the highest scorer receives 70% of the contract value per line item and the second highest 30%. Alternative tenders are not allowed. The items already carry approved Eskom SAP material numbers and purchasing descriptions, so cataloguing is not anticipated. Reverse e-auction, CIDB requirements, Contract Skills Development Goals and Contract Participation Goals do not apply.

Functionality/technical documents
Mandatory technical criteria and technical evaluation documents.
Evaluation Criteria
Source: Invitation to Tender (ITT) or Request for Proposal (RFP)_Line hardware_22.10.2026.pdf (RFP)
Evaluation order
Eligibility and basic compliance: eligibility criteria met, complete commercial, financial and technical submission, mandatory returnables submitted.
Technical evaluation, per SAP item number, in four levels.
Price and specific goals scoring under the PPPFA.
Contractual requirements, assessed after evaluation and ranking and before award.
Technical evaluation (per SAP number/item)
Level 1 — Mandatory Technical Evaluation (gatekeeper): a "No" on any mandatory criterion stops the bid proceeding to Level 2 and fails the technical evaluation.
Level 3 — Product Sample Assessment: samples for each material, submitted within 14 calendar days of the request to the designated Eskom Commercial office; threshold 100%. For large materials Eskom may evaluate the sample at the manufacturing plant.
Level 4 — Factory Assessment: minimum 80.00% to be rated Fully Compliant. A bidder without its own manufacturing facility must have a formal arrangement allowing Eskom's technical team to assess the actual manufacturing site. Eskom may not repeat a factory assessment for a product already in its product database and confirmed technically compliant.
Price evaluation
Prices are evaluated VAT inclusive, corrected for arithmetic errors, excluding contingencies in any bill of quantities or activity schedule, and adjusted for acceptable variations or deviations.
Comparison is on the net present value of each adjusted tender, taking account of price adjustment factors, exchange rate movements and other risk parameters.
Unconditional discounts count for evaluation; conditional discounts do not, but are applied when payment is made.
Preference points
Price: 80 or 90 points. Specific goals: 20 or 10 points, under the PPPFA 80/20 or 90/10 system.
Where it is unclear which system applies, the lowest acceptable tender determines it.
No evidence of a specific goal claim means zero points for that goal, not disqualification.
Ranking: price points plus specific goal points, rounded to two decimal places; the highest total wins.
Ties: the bidder with the higher B-BBEE points wins; if still tied, the award is decided by drawing lots.
Other
Objective criteria apply: Eskom may award to a bidder other than the highest scorer where objective criteria justify it. Designated materials and local content thresholds apply, and the related documents are mandatory before award.
Award is on a line-item basis and Eskom intends to award to more than one bidder. Where multiple suppliers are awarded, the highest scorer takes 70% of the contract value per line item and the second highest 30%.
There is no public opening of tenders and prices are not read out.

Eligibility
Open to a single company or an incorporated or unincorporated JV or consortium that meets the eligibility criteria and is not restricted from doing business with Eskom or other State-Owned Companies.
Disqualifying: nationality of a country on an international sanctions list (also applied to proposed subcontractors and suppliers); submitting more than one tender individually or as a JV/consortium partner; a JV/consortium agreement that does not state joint and several liability; conflict of interest, including a common controlling partner or majority shareholder or a relationship giving access to another bidder's information or influence over Eskom's decisions; a tender signed by an unauthorised person; restriction by National Treasury; placement on the Tender Defaulters list; restriction by Eskom of the bidder or its directors; subcontracting 100% of the scope of work.

Requirements
Source: Invitation to Tender (ITT) or Request for Proposal (RFP)_Line hardware_22.10.2026.pdf (RFP)
Bidders, whether a single company or an incorporated or unincorporated JV or consortium, must meet the eligibility criteria and must not be restricted from doing business with Eskom or other State-Owned Companies. A bidder is ineligible if:
it has the nationality of a country on an international sanctions list, which also applies to proposed subcontractors and suppliers;
it submits more than one tender, individually or as a JV/consortium partner;
the JV or consortium agreement does not explicitly state that the parties are jointly and severally liable for executing the contract;
it has a conflict of interest, including a common controlling partner or majority shareholder, or a relationship directly or through common third parties that gives access to another bidder's information or influence over Eskom's decisions in the process;
the tender is signed by a person who is not authorised;
it is restricted by National Treasury, is on the Tender Defaulters list, or is restricted by Eskom and/or its directors;
it subcontracts 100% of the scope of work.
Bidders found not to meet the eligibility criteria are disqualified. Basic compliance requires meeting the eligibility criteria, submitting a complete tender with commercial, financial and technical information, and submitting the mandatory returnables by the stipulated deadlines; failure to upload the tender documents on the e-tendering system renders the tender non-responsive.

Technical requirements apply and are assessed per SAP number/item across four levels.
Level 1 — Mandatory Technical Evaluation (gatekeeper): a "No" on a mandatory criterion stops the bid proceeding to Level 2 and fails the technical evaluation.
Level 3 — Product Sample Assessment: samples for each material, submitted within 14 calendar days of the request to the designated Eskom Commercial office; threshold 100%. For large materials the sample may be evaluated at the manufacturing plant.
Level 4 — Factory Assessment: minimum 80.00% to be rated Fully Compliant. A bidder without its own manufacturing facility must have a formal arrangement for Eskom to assess the actual manufacturing site. Eskom may not repeat a factory assessment for a product already in its product database and confirmed technically compliant.
Price is evaluated VAT inclusive, corrected for arithmetic errors, excluding contingencies in any bill of quantities or activity schedule, adjusted for acceptable variations or deviations, and compared on the net present value of each adjusted tender taking account of price adjustment factors, exchange rate movements and other risk parameters. Unconditional discounts count for evaluation; conditional discounts do not, but are applied when payment is made.
Prices score out of 80 or 90 points and specific goals out of 20 or 10 points under the PPPFA; the specific goal points are added to the price points and the total rounded to two decimal places, with the contract awarded to the highest scorer subject to section 2(1)(f) of the Preferential Procurement Policy Framework Act. Ranking uses the 80/20 or 90/10 system; where it is unclear which applies, the lowest acceptable tender determines it. Ties go to the bidder with the higher B-BBEE points, and if still equal, to a drawing of lots. Objective criteria apply and Eskom may award to a bidder other than the highest scorer where objective criteria justify it; designated materials and thresholds apply and the related documents are mandatory before award.
The bidder completes the CQP template and submits it with the bid at Revision 0; it is only revised to Revision 1 after contract award.
The bidder must insert its own name and the Eskom enquiry/contract number on the cover page.
Commencement and completion dates are left blank at bid stage and completed only after award.
