The industrial development corporation (IDC) seeks a service provider to supply, implement, configure, maintain and support a comprehensive compliance management system that integrates with sentinel and power bi, covering regulatory universe management, compliance risk management plans, monitoring, training, issue logging, reporting and audit trails. The contract includes implementation within six months of award, followed by three years of maintenance and support, with 600 hours of ad-hoc support. Bidders must achieve a minimum 70% score on functionality (including a demonstration) to proceed to the 80/20 preference point evaluation, and must submit all returnable schedules electronically via the specified sharepoint portal by 19 november 2026 at 11:00.
Closing: 19 November 2026 at 11:00 (before midday), electronic submission only via the IDC SharePoint portal (https://idcza-my.sharepoint.com/:f:/g/personal/moitlisim_idc_co_za/IgAZuVeLZt5DRYOPcmYlsqQfAf75jZKuHkxFn06ZWtGZTFg); bids to any other platform are disqualified.
Mandatory functional requirements must be met; failure disqualifies. Bidders must score at least 42 out of 60 on the other functional criteria to be shortlisted for a system demonstration, and then achieve a minimum overall 70% (70/100) on functionality including the demonstration to proceed to price and specific goals.
Specific Goals (20 points under the 80/20 system) require direct black shareholding with exercisable voting rights: 100% black-owned earns 10 points (51%-99.99% earns 4), 30% black women ownership earns 5, any % black designated groups earns 2, and EME/QSE status earns 3. A B-BBEE certificate or sworn affidavit (for EMEs under R10m revenue or QSEs R10m-R50m) must be submitted.
Bidders must be registered on the CSD and submit their CSD supplier number and unique registration reference number, plus written confirmation of SARS tax compliance. Non-compliant tax status after notification leads to disqualification.

Pricing must be VAT inclusive in ZAR, with a costing model covering software licences (10 users), implementation, training of 7 staff, and 600 hours of ad-hoc support (Year 1: 250, Year 2: 200, Year 3: 150). Disbursements must be clearly defined or state "No Charge / Free of Charge", otherwise the IDC will add 50% to the highest bidder's cost for comparison.
Enquiries must be in writing to Joseph Phiri ([email protected]) by 16:00 on 11 November 2026; consolidated responses will be posted on the IDC website within two days after the enquiry deadline.
