Evaluation is in three stages:

1. Stage 1 – Responsiveness Assessment (pass/fail, no points):

• Administrative requirements: CIPC registration, valid tax clearance/Tax Pin, valid CSD report (not older than 3 months), valid Letter of Good Standing from Department of Labour or RMA, valid B-BBEE certificate (sworn affidavit for EME, SANAS accredited for QSE), completed and signed SBD 1, SBD 4, SBD 6.1, SBD 6.2.
• Mandatory requirements: SBD 4 fully declared, completed and signed; valid QCTO accreditation and/or relevant SETA accreditation for the offered unit standards; utility bill from City of Tshwane or lease agreement for training facilities.

2. Stage 2 – Technical/Functionality Evaluation (minimum qualifying score: 70 out of 100):

• Company Experience (max 20 points): verifiable, signed reference letters from previous clients for SHE statutory training, on client letterhead, within the last 5 years. Points: 5 letters = 20, 4 = 15, 3 = 10, 2 = 5, none = 0. Recommendation letters, completion certificates, award letters and purchase orders are not accepted.
• Registration of key personnel (max 40 points): all nominated facilitators registered as assessors and moderators with the relevant SETA for the chosen unit standards.
• Experience of key personnel (max 40 points): detailed CVs of facilitators and moderators; points by years of experience: 10+ years = 20, 5-10 = 15, 2-5 = 10, <2 = 0.

3. Stage 3 – Price and Specific Goals evaluation (80/20 or 90/10 system per PPPFA).

• Bids scoring below 70 in functionality will not be evaluated further.

TASEZ seeks to appoint a panel of service providers for safety, health and environmental statutory training.

• Provide competent facilitators.
• Provide suitable training facilities.
• Provide a public training schedule.
• Provide breakfast and lunch for attendees.
• Issue competency certificates.
• Provide training reports.
• Must hold valid QCTO accreditation for the offered unit standards.
• Training must align with the Occupational Health and Safety Act, 1993 and applicable regulations.
• Bidders must select the training services they intend to offer from the list and complete the training nomination table, naming the assessor and moderator for each.
• Available training unit standards: First Aid; Health and Safety Representative; Fire Fighting; Hazardous material handling (HAZMAT); Evacuation Planning; Health and Safety Supervisor; Stacking and Storage Supervisor; Advanced Firefighting; Ergonomics Risk Assessment; Waste Management.

The appointed service provider must provide competent facilitators, suitable training facilities, a public training schedule, breakfast and lunch for attendees, issue competency certificates, and provide training reports. Bidders must complete the training nomination table indicating which unit standards they will offer and naming the assessor and moderator for each.

Company experience: submit verifiable, signed reference letters from previous clients for SHE statutory training, on client letterhead, within the last 5 years. Reference letters must include client name, nature of services, contract duration, year awarded and completed, and client contact details. Points: 5 letters = 20, 4 = 15, 3 = 10, 2 = 5, none = 0. Recommendation letters, completion certificates, award letters and purchase orders are not accepted.

Key personnel: provide registration of facilitators as assessors and moderators with the relevant SETA for the chosen unit standards (max 40 points). Provide detailed CVs of facilitators and moderators showing experience in their specific field; points by years of experience: 10+ = 20, 5-10 = 15, 2-5 = 10, <2 = 0 (max 40 points).

The bidder must hold valid accreditation from the Quality Council for Trades and Occupations (QCTO) and/or relevant SETAs for the offered unit standards. Training must comply with the Occupational Health and Safety Act, 1993 and applicable regulations.

No pricing is required at this stage of the tender process, as this is for the establishment of a panel.

• Pricing will be required when specific training services are requested from the panel.
• The successful bidder must sign a written contract form (SBD 7).
• Within 3 weeks of receiving the completed agreement, the bidder must arrange delivery of any securities, bonds, guarantees, proof of insurance and other documentation as per the contract data.
• Failure to fulfil these obligations constitutes repudiation of the agreement.

Mandatory eligibility:

• Minimum B-BBEE status level: Contributor 3 or higher.
• Proof of CSD registration, not older than three (3) months.
• Valid Tax Pin / Tax Compliance Status (TCS) certificate; tax compliance verified via CSD and SARS.
• CIPC registration documents.
• Valid Letter of Good Standing from the Department of Employment and Labour or RMA.
• Valid QCTO accreditation and/or relevant SETA accreditation for the offered unit standards.
• Utility bill from City of Tshwane or lease agreement for training facilities.
• No directors or employees in the service of the state; if Treasury permission granted, provide the letter.
• No name on the Register of Tender Defaulters (Prevention and Combating of Corrupt Activities Act, 2004).
• No fraud or corruption convictions in the last five years.
• B-BBEE evidence:
• EMEs with turnover below R3 million: may submit a sworn affidavit or CIPC certificate.
• EMEs with turnover above R3 million and QSEs with at least 51% black shareholding: must submit a SANAS-accredited B-BBEE verification certificate (to comply with 40% sub-minimum on QSE Skills Scorecard).
• QSEs and Generics with less than 51% black shareholding: must submit a SANAS-accredited B-BBEE verification certificate with full applicable elements.
• Generic entities (turnover over R50 million): must comply with 30% SMME involvement objectives.
• JV/consortium members must each submit individual B-BBEE certificates and a consolidated certificate for the organisation.

The scope covers statutory training in safety, health and environmental topics, including unit standards such as First Aid, Health and Safety Representative, Fire Fighting, HAZMAT, Evacuation Planning, Health and Safety Supervisor, Stacking and Storage, Advanced Firefighting, Ergonomics Risk Assessment, and Waste Management. Training must align with the Occupational Health and Safety Act, 1993.

The scope includes environmental statutory training, including HAZMAT and Waste Management unit standards. Bidders must select the training services they intend to offer and provide relevant documents aligning with the chosen unit standards.

Contract duration: 36 months.

• The General Conditions of Contract (GCC) form part of the tender and bind the bidder whether returned or not.
• The bid is subject to the Preferential Procurement Policy Framework Act, 2000 and the Preferential Procurement Regulations, 2022.
• No bid conditions may be changed by the bidder unless agreed in writing and approved by TASEZ.
• TASEZ may conduct scheduled or unscheduled site visits to verify information.
• TASEZ may award the bid to a purely empowerment company or require a joint venture with an empowerment company.
• TASEZ may award the bid in whole or in part without furnishing reasons.
• TASEZ may review pricing and negotiate with the preferred bidder as per the BAC recommendation.
• Misrepresentation during the contract lifecycle may lead to termination.
• Bidders bear all preparation costs.
• Indemnity, precedence, limitation of liability, tax compliance, defaulters/restricted suppliers, governing law, confidentiality, legislative frameworks, supplier due diligence, and requirements after award clauses apply.
