Evaluation is in five stages. Stage 1: Test for administrative and substantive responsiveness — checks timely submission, completeness and validity of returnable documents, authorised signature, compliance with qualification criteria, priced offer, and material compliance with scope. This must be passed to proceed. Stage 2: Technical evaluation with a minimum threshold of 70 points (refer to Annexure B); technical scores are rounded to two decimal places. Stage 3: Weighted scoring — Price and TCO criteria carry 80 points, using the formula PS = 80 × (1 − (Pt − Pmin) / Pmin), where Pt is the bid price and Pmin is the lowest acceptable bid. Specific goals carry 20 points, awarded per the Specific Goals Claim Form. Stage 4: Price negotiations if the price is not market-related; Transnet may negotiate sequentially with the highest, then second and third ranked bidders, or cancel the tender. Deliverables include: supply and delivery of the test bench (quantity 1); cables, leads, adapters and all accessories for convenient use of a high voltage tester (1 set); testing and calibration (1); issuing of a calibration certificate (1); training for Transnet Engineering staff on operating the bench (5 persons); and documentation comprising 1 set of PDF files on disk and 3 sets of hard copies of operating manual, maintenance manual, electrical schematics, mechanical drawings, and parts list (1 sum). Bidders must be registered on the Central Supplier Database (CSD) and provide a CSD summary report, unless a foreign supplier with no local entity. Must have a valid SARS Tax Clearance Certificate or Tax PIN; each party in a joint venture or consortium must submit its own. B-BBEE status level certificate or sworn affidavit must be submitted for preference points. Bidders on the Register for Tender Defaulters or List of Restricted Suppliers will be disqualified. Foreign suppliers must complete the questionnaire in SBD1. Bidders must comply with the Employment Equity Act, including Section 53. The successful bidder must maintain validity of all returnable documents for the contract duration. Bidders must disclose any commercial relationship with a DPIP or FPPO. A certificate of attendance of the compulsory site meeting is mandatory. Bidders must complete the SBD4 declaration of interest and the certificate of acquaintance with RFQ documents.

The 80/20 preference point system applies. Specific goals points are awarded for B-BBEE status level and other goals such as Black Women Owned, Black Youth Owned, and entities owned by persons with disability. Proof of B-BBEE status must be submitted; failure to submit proof results in zero points for that criterion. Bidders must complete the Specific Goals Points Claim Form.

Attendees at the compulsory site briefing must wear PPE: safety shoes, earplugs, and reflective vest. No entry without PPE. Firearms are prohibited on Transnet premises. Safety induction is required at the gate; attendees should arrive early.

The successful respondent must comply with all applicable laws. Any quotation is deemed an offer; exceptions must be stated. Transnet is not committed to award and may cancel the process. Transnet may cancel the contract and request placement on the National Treasury's Database of Restricted Suppliers for up to 10 years if incorrect information was provided. Proposals are subject to legal review by Transnet's Legal Counsel. Acceptance of the bid may require security clearance to CONFIDENTIAL/SECRET/TOP SECRET level, at the respondent's responsibility. The successful respondent must implement all required security measures. All returnable documents must remain valid for the contract duration; failure to renew may lead to termination without liability.

Responses must not include references to other quotations. Canvassing Transnet officers between closing and award is prohibited. Collusion leads to disqualification and restriction. Bidders must comply with the Employment Equity Act. Changes to quotations after closing are not accepted. Transnet may modify scope, split awards, cancel, validate information, request audited financials, and reject changes to rates. Security clearance may be required. Validity period is 180 business days from closing. Bidders must disclose any DPIP/FPPO relationships.

Scope: supply, overhaul, testing, calibration and commissioning of the existing DC traction motor test bench at Rotating Machine Depot, 150 Eel Road, Umbilo. Training for 5 Transnet Engineering staff members on operation, maintenance and service. Submission of project completion documents. The system works on the Hopkinson back-to-back load test principle. A new SCADA system must be supplied and fitted, linked to a Transnet-supplied computer. A new electric control panel must support the full load test. Power circuit requires three 800A AC contactors with 220V coils (Schneider Compact NS800N), a 600A main isolator (OT Pole Base Mounting Switch Disconnector, 800A max), an overvoltage regulator (Schneider SP100), three 220V 20A contactors, three digital ammeters with current transformers (up to 800A), and start/stop/emergency stop buttons (Schneider). SCADA must control input voltage/current from 0V to 1500V DC and excitation voltage 0-100V DC. A suitable printer must be supplied. Test duration is one hour. Parameters to be measured and recorded: voltage 1500V (4), current 600A (4), temperature 150°C (4), vibration 0-15mm/sec (3), speed 1000rpm (2). New replacement machinery: Elin motor (80kW, 380V AC, 160A) driving the 6e1 traction motor; Elin generator (70kW, 230V, 300A) for excitation; booster drive motor (25kW, 380V, 50A); booster motor (50kW, 110V DC, 450A); two booster motor cooling fans (2kW, 380V, 4A); complete overhaul of autotransformer (380V, 400A). Electrical installation must be completed by an electrical contractor with a certificate of compliance per SANS 10142. Replace all measuring instruments, test and calibrate. Calibration certificates per SANS 17025, not older than 1 month at handover, from a SANAS accredited supplier or OEM. Documentation: 1 set of PDF files on disk and 3 hard copies (operating manual, maintenance manual, electrical schematics, mechanical drawings, parts list). On handover, the test bench must be 100% functional. Equipment must have fail-to-safety protection. All prescribed tests must be carried out; Transnet may carry out check tests. Test certificates must be submitted. Three sets of blown-out diagrams and schematics, plus a detailed list of critical spares with OEM numbers, must be supplied. Bidders must indicate availability and lead times for critical spares. Operating conditions: sea level altitude, ambient temperature 0°C to 45°C, relative humidity 50% to 100%, heavy saline atmosphere. Bidders must indicate clause-by-clause compliance or differences.

Only specialist sub-contractors who have previously successfully completed work of the type and extent specified should be engaged. Tenderer must provide sufficient proof of suitable experience in design and manufacturing of similar equipment. Complete and detailed reference list must be submitted with the tender, including addresses and contact persons who may be visited for inspection during adjudication. Tender must submit a complete list of proposed sub-contractors and suppliers of major components. Tenderer must commit in writing to an adequate, experienced and stable project team for the duration of the contract. Transnet Engineering will not consider offers that, in its sole opinion, lack adequate experience in design and manufacture of such equipment. Contractors must do installation simultaneously with other contractors on-site and plan work to integrate with other work.

Materials must be complete, of modern design, using advanced proven technology supported by reputable local companies, and built to good engineering practices. Tenderers must supply a list of main components and addresses of local support companies. Materials must be protected against damage and corrosion during shipping, transport and storage.

Bidders must include costs of Health, Safety and Environmental Management compliance in their pricing. A maintenance contract for the warranty period must be included in the quoted price. No other pricing format, bonds, guarantees, or payment terms are stated.

Equipment must comply with SABS standards, or British Standards if no SABS standard, or recognised standards of country of manufacture (with full disclosure of departures). Successful contractor must conduct a risk assessment and submit it to the Risk department via the project manager at least two weeks before project commencement. A safety file and associated documents will be required.

All repair work must comply with the Occupational Health and Safety Act and all applicable legislation. Safety equipment such as guards over rotating equipment must be supplied. Contractor responsible for safety of all persons on site and equipment. Prior to contract commencement, contractor will be issued a SHE specification and must compile a SHE file. All contractor and sub-contractor personnel must attend a compulsory safety induction course (free of charge). No claims for extras. Successful contractor must conduct a risk assessment and submit it to the Risk department via the project manager at least two weeks before project commencement. A safety file and associated documents will be required.

The scope of work shall be read with Annexure 1 (Transnet Engineering Safety, Health and Environmental Management specification) and contractor management SOP 014. Bidders must include costs of Health, Safety and Environmental Management compliance.

Due to the criticality of this project, penalties will be levied for late deliveries.

There is no CIDB requirement.

The successful tenderer will be subjected to a workshop inspection by Transnet Engineering to ensure facilities are satisfactory in terms of quality control and equipment capabilities for manufacturing such equipment.
