Each bidder must submit through its own registered profile; no company may submit on behalf of another, except a joint venture may use one partner's profile. All returnable sections must be signed, stamped, and dated. Mandatory returnable documents: fully completed pricing schedule on the e-tender portal, and certificate of attendance of the compulsory site meeting. Essential returnable documents: SBD1 form, Notice to Bidders, Evaluation Methodology and Returnable Documents section, Quotation Form, Certificate of Acquaintance with RFQ Documents, RFQ Declaration and Breach of Law Form, Protection of Personal Information section, valid tax clearance certificate or tax PIN, and Central Supplier Database summary report. Failure to submit mandatory documents results in disqualification; missing scoring documents result in a zero score for that criterion; missing essential documents may lead to disqualification after a further opportunity to submit.
Returnable Documents
Source: RFQ FOR THE SUPPLY, OVERHAUL, TESTING, CALIBRATION AND COMMISSIONING OF DC TRACTION MOTOR TEST BENCH.pdf (RFQ)Returnable Documents are all documents, sections and annexures listed in the tables. There are three types: Mandatory Returnable Documents (failure to provide results in disqualification) - fully completed pricing schedule on the e-tender portal, certificate of attendance of compulsory site meeting. Returnable Documents Used for Scoring (failure results in automatic score of zero for applicable criterion) - valid proof of compliance to Specific Goal requirements, method statement covering entire scope of work, lead time supported by project plan with sequence of tasks and timelines, reference letters or completion certificates for previous related work. Essential Returnable Documents (failure may result in further opportunity to submit, then disqualification if not provided) - Section 1: SBD1 Form, Section 2: Notice to Bidders, Section 3: Evaluation Methodology, Criteria and Returnable Documents, Section 4: Quotation Form, Section 5: Certificate of Acquaintance with RFQ Documents, Section 6: RFQ Declaration and Breach of Law Form, Section 7: Protection of Personal Information, valid tax clearance certificate/tax PIN, Central Supplier Database summary report. All returnable sections must be signed, stamped and dated.
Evaluation Criteria
Source: RFQ FOR THE SUPPLY, OVERHAUL, TESTING, CALIBRATION AND COMMISSIONING OF DC TRACTION MOTOR TEST BENCH.pdf (RFQ)Evaluation is in five stages. Stage 1: Test for administrative and substantive responsiveness — checks timely submission, completeness and validity of returnable documents, authorised signature, compliance with qualification criteria, priced offer, and material compliance with scope. This must be passed to proceed. Stage 2: Technical evaluation with a minimum threshold of 70 points (refer to Annexure B); technical scores are rounded to two decimal places. Stage 3: Weighted scoring — Price and TCO criteria carry 80 points, using the formula PS = 80 × (1 − (Pt − Pmin) / Pmin), where Pt is the bid price and Pmin is the lowest acceptable bid. Specific goals carry 20 points, awarded per the Specific Goals Claim Form. Stage 4: Price negotiations if the price is not market-related; Transnet may negotiate sequentially with the highest, then second and third ranked bidders, or cancel the tender. Stage 5: Award of business and conclusion of contract via a Letter of Award; acceptance of the letter constitutes the final contract. The 80/20 preference point system applies (estimated value not exceeding R50 million).
