Kwadukuza municipality is establishing a panel of service providers to conduct risk assessments during staff recruitment and selection processes for a three-year period. Bidders must be accredited with a recognised body such as saqa, umalusi, or credit bureau SA, and must attend a compulsory clarification meeting on 24 november 2026. The most consequential requirement is the mandatory attendance at the clarification meeting, as failure to attend will disqualify the bid.
Compulsory clarification meeting: Attend on 24 November 2026 at 10:00 at the PMU boardroom, Lavoipierre Building, yard complex (back entry), 2 Industria Crescent, KwaDukuza, 4450. Doors close at 10:00; late arrivals are not admitted. Failure to attend disqualifies the bid.
Document purchase and collection: Pay a non-refundable fee of R201.00 (incl. VAT) at the Municipal Finance Directorate, General Justice Mpanza Building, 104 Mahatma Gandhi Street, KwaDukuza, or via EFT using reference MN83/2026. Collect documents from the HR offices, OK Mall Building, corner of Hullet and Chief Albert Luthuli Street, Office No. 6, between 10:00 on 06 November 2026 and 15:00 on 23 November 2026.
Closing and submission: Submit a sealed envelope endorsed with the tender number and title, placed in the Tender Box at the SCM Municipal Offices, No. 2 Industria Crescent, KwaDukuza, Lavoipierre Building, by 12:00 on 08 December 2026. Late, electronic, or faxed tenders are not accepted.
Mandatory accreditation: Provide a certified copy of accreditation or registration with SAQA, UMALUSI, Credit Bureau SA, or another relevant accredited body.
Municipal arrears proof: Submit a copy of the most recent municipal account/utility bill showing no arrears, or a landlord's letter, ward councillor's letter, or affidavit confirming exemption. Failure to submit this makes the bid non-responsive.
Evaluation and minimum score: The 80/20 preference points system applies. Bidders must achieve a minimum of 40 points for functionality to be considered for further evaluation. Proof must be provided for any preference points claimed.
Registration and compliance: Bidders must be registered on the National Treasury's Central Supplier Database (CSD), have a valid tax clearance certificate (verified against CSD), not be listed on the National Treasury's Defaulters Database, and not be in the service of any organ of state.
