SENTECH soc ltd, a schedule 3b state-owned electronic communications network service provider, seeks to appoint a panel of service providers for the installation and maintenance of local and international leased lines and services, on an as-and-when-required basis, for a five-year period. The bid is split into three sections – ethernet, dark fibre, and best effort layer 2 – and bidders may bid for one, multiple, or all sections, with separate submissions required for each. Work is quotation-based with NO guarantee of volume. The most consequential consideration is that bidders must hold an i-ecns or i-ecs telecommunications licence and meet the mandatory criteria and minimum functional scores for each section bid, or they will not be evaluated further.
Closing: 05 November 2026 at 12:00 PM. Submit via Sentech eTender Portal (max 30MB) or hand-deliver to the tender box at Sentech Offices, Octave Road, Radiokop Ext 3, Honeydew, Johannesburg (working hours 08:30–15:30). Late bids are not accepted.

Mandatory criteria per section: Section A (Ethernet) – commit to 3-year support, ICASA-approved equipment, 3 reference letters/emails, SLA continuity. Section B (Dark Fibre) – ITU-T G.652D compliance, 3 references. Section C (Best Effort Layer 2) – 5-year support commitment, penalty acceptance for SLA breaches, MTTR/MTTr matrix, 3 references.
Minimum functional scores: Section A – 17 out of 23; Section B – 18 out of 24; Section C – 35 out of 46. Bidders failing to reach the minimum for a section are not evaluated further.
Two-envelope system: Submit Technical Proposal (Envelope One) and Financial Proposal (Envelope Two) in separate sealed envelopes, then both in one outer envelope. Combining financial information with the technical proposal leads to automatic disqualification.
Returnable documents (all mandatory): SBD 1, SBD 4, SBD 5, SBD 6.1, SBD 6.2 (if applicable), Resolution of Board of Directors for bid participation, Resolution for consortia/JV (if applicable), Certificate of Authority for JV (if applicable), Record of addenda, valid original tax clearance certificate, B-BBEE certificate, completed and signed Tender Data, completed and signed SLA (in Envelope Two), and proof of compliance with specifications. Tax compliance: Submit a SARS TCS PIN or printed TCS certificate; if no PIN, provide a CSD number. For consortia/JVs/subcontractors, each party must submit its own. Bids from persons in the service of the state, or companies with directors who are, will not be considered.
Preference points: PPPFA applies – either 80/20 or 90/10 system. Preference points are awarded for black ownership, women ownership, and disability, based on a valid B-BBEE certificate. Sentech may request a transformation plan within 10 working days if the recommended bidder does not meet transformation goals.
Bid validity: 90 days from closing. Performance security may be required within 30 days of award as per Special Conditions of Contract.
