Disqualification risks: missing or unsigned returnable documents, incomplete addenda record, failure to declare all current projects, late submission.

Evaluation uses the 80/20 preference point system: 80 points for price, 20 points for specific goals.

After price and preference scoring, responsive tenders undergo an arithmetic check and a risk assessment. Bidders must score a minimum of 14 points on the risk assessment to be considered for award.

Risk assessment areas (each rated low, medium, or high risk):

• A. Technical qualifications and competence: key personnel CVs required — contract manager with a built environment qualification and at least 5 years' experience in building works; OHS officer registered with SACPCMP; foreman with at least 5 years in school sanitation and building construction.
• B. Workload and capacity: current projects and their progress; projects behind schedule by more than 10% are higher risk.
• C. Reliability: at least three completed projects each valued at least R3,600,000, completed within 10% of the approved contract period in the past three years; at least two must be in the Eastern Cape.
• D. Experience and reputation: at least three contactable references from similar sanitation and building projects completed in the past three years, each valued at least R3,600,000.
• E. Price offered: price must be market-related; more than 20% below market value is high risk.
• F. Construction implementation plan: must cover human resource deployment, materials procurement, plant and equipment, quality control, detailed construction programme, and cash flow projections.

Bidders may be interviewed by the BEC. Bidders with poor past performance (completed projects more than 25% over the approved period, negative final accounts, failure to sign final account, or non-responsive on completion lists) will not be considered.

Construction of new sanitation facilities at Ramafole Senior Secondary School in the Eastern Cape, under the Sanitation 17 Programme. The project is in the Alfred Nzo West district. Contract duration is 24 weeks from commencement to practical completion.

Work is set aside for local SMME participation; 5% of the construction value is to be set aside for local suppliers' material procurement within the local area. Bidders must price for engaging, attending, supervising SMMEs and profit.

Contractors must subcontract at least 25% of the work to local SMMEs and attach their CSD reports, share certificates, and CK documents.

Pricing must be fixed for the contract duration, with no adjustment except as provided in the contract. All pricing in black ink.

Bidders must provide a Form of Guarantee as part of the contract documents.

The employer will not take out any insurance; bidders must provide their own insurance.

Bidders may be required to provide rate build-ups for materials, plant, labour, management, and preliminaries.

No bid bond is mentioned, but a form of guarantee is required.

CSD registration: valid on day of evaluation and award; report not older than 30 days.

CIDB registration: contractor grading designation 5 GB or higher, valid on evaluation and award days.

COIDA/FEM certificate of good standing: valid on evaluation and award days.

SARS tax compliance: valid tax compliance status PIN (SBD 2).

B-BBEE: specific goals claimed via SBD 6.1; supporting documents (CSD, CIPC) required.

Joint ventures: must meet CIDB JV requirements, including separate JV bank account, consolidated CSD registration, SARS tax compliance for all partners, COIDA/FEM for all partners, and separate VAT registration.

Declaration of interest (SBD 4) and independent bid determination (SBD 9) are required.
