Functionality criteria: Experience of Key Personnel (30 points), Relevant Project Experience – Main contractor CE (20 points), Relevant Project Experience – Main contractor/Sub-contractor ME (20 points), Quality Management System (5 points), Preliminary Programme (5 points), Financial Resources/Bank Rating (15 points), Construction Health & Safety Plan (5 points). Stage 2: Financial offer and preferences, using the 90/10 preferential point system (contract value over R50 million) or 80/20 (value up to R50 million). Price points: W1 = 90 if over R50 million, else 80, with formula Nf = W1 x [1-(P-Pm)/Pm]. Preference points (max 10 or 20) are allocated for: Main Contractor Ownership, SMME Empowerment (subcontracting to SMMEs), Promotion of Local Business (rural/urban/provincial), and Enterprise Ownership by targeted groups. Points for SMME subcontracting are calculated using formula f1 x f2 x Sc, where Sc is the maximum points (4 for 80/20, 2 for 90/10), f1 is based on value subcontracted (max 1), and f2 depends on SMME classification. Bidders must submit proof (e.g., B-BBEE certificate or sworn affidavit) to claim preference points; otherwise those points are not awarded.

Refurbishment and upgrade of Margate storm-damaged infrastructure, wastewater treatment works and effluent main (Phase 2). CIDB classification required: 9CE or higher for the main civil contractor. The main contractor must subcontract a mechanical contractor with CIDB grading 8ME or higher if they do not have that capacity in-house. Labour-intensive contract requirements: minimum labour content of 5% of total project value (labour wages as a percentage of total value). Minimum job creation targets: 37 work opportunities (10 women, 15 youth, 2 disabled), 5,920 person days (1,600 women, 2,400 youth, 320 disabled), and 20 training days (5 each for women, youth, disabled). Supervisory and management staff must have labour-intensive construction (LIC) competency at NQF Level 5, with a minimum supervisor-to-worker ratio of 1:20 for labour-intensive activities. Alternative tenders are permitted only for individual items or alternative designs, with conditions including a 5% fee for checking alternative designs.

Tenderers must demonstrate financial capacity: provide bank rating or credit facility of at least R15 million (15 points), or at least R10 million (5 points). Financial Resources (Bank Rating) forms part of functionality scoring. Tender validity 90 days.
