• Evaluation is in two phases:

1. Phase 1 – Administrative compliance. Bidders must meet all listed administrative criteria (tax compliance, CSD registration, returnable documents, signed GCoC). Failure to comply excludes the bid from further evaluation.
2. Phase 2 – Price and specific goals. Bidders are scored on price (80 %) and specific goals (20 %).

• Price points are calculated with the formula: Ps = 80 × (1 – (Pt – Pmin)/Pmin). The lowest acceptable bid (Pmin) receives 80 points.
• Specific‑goal points (max 20) are awarded as follows:

– 10 pts for ≥ 50 % black ownership

– 5 pts for ≥ 30 % black‑women ownership

– 3 pts for ≥ 20 % white‑women ownership

– 1 pt for ≥ 10 % people with disabilities
