Appoint the suitable service provider for the supply and maintenance of the waste management for a contract of twenty-four (24) months

Submit the Preference Points Claim Form with supporting B‑BBEE certificates, ownership evidence and Gauteng locality proof.
Meet specific‑goal thresholds: ≥50% Black, youth and women ownership each earn 5 points; Gauteng‑based supplier earns 5 points.
Price points will be calculated using the 80/20 or 90/10 formula depending on the contract value, with the lowest acceptable tender determining the baseline.
Total evaluation score is 100 points, split between price and specific goals (20 or 10 points for specific goals respectively).
All required returnable documents (company registration, declaration, signatures) must be completed and signed.
Failure to provide required proof will result in loss of the associated specific‑goal points, and the organ of state may request additional substantiation at any stage.

Include the Preference Points Claim Form (as per Preferential Procurement Regulations 2022) with the tender submission.
Attach proof/documentation for any specific goal claimed (e.g., B‑BBEE certificates, ownership evidence, locality proof).
Failure to provide required proof will result in loss of specific‑goal points.
Ensure all required returnable documents listed in the tender (e.g., company registration, declaration) are completed and signed.
Submissions must be made by the closing date and time stated in the tender record.

Total score = 100 points, split between Price and Specific Goals.
Preference point system: either 80/20 (up to 80 points for price) or 90/10 (up to 90 points for price) depending on contract value.
Price points calculated using the formula: Ps = 80(1‑(Pt‑Pmin)/Pmin) or Ps = 90(1‑(Pt‑Pmin)/Pmin) for 80/20 or 90/10 respectively (lowest acceptable tender determines Pmin).
Specific Goals carry the remaining points (20 for 80/20 system, 10 for 90/10 system) and are awarded for:

Black ownership ≥50% (5 points)
Youth ownership ≥50% (5 points)
Women ownership ≥50% (5 points)
Locality: supplier based in Gauteng (5 points)

Proof must be submitted; otherwise specific‑goal points are forfeited.
The organ of state may request additional substantiation at any stage.

Price definition: amount tendered for goods/services, inclusive of all taxes and exclusive of unconditional discounts.
Pricing will be evaluated using the preference point formula (see Evaluation Criteria).
Tenderers must submit the Preference Points Claim Form and any supporting financial documentation as part of the tender package.
No explicit bond, guarantee or payment‑term details are provided in the extracted text.

B‑BBEE compliance is required to claim specific‑goal points:

Black ownership ≥50% (5 points)
Youth ownership ≥50% (5 points)
Women ownership ≥50% (5 points)

Local content: supplier must be based in Gauteng to obtain 5 points.
Proof of ownership and locality must be supplied (e.g., share registers, CSD report, ID copies, municipal registration).
Failure to provide valid documentation will result in loss of the associated points.
General compliance with the Preferential Procurement Regulations 2022 is mandatory; the organ of state may request additional evidence at any time.
