Sasseta requires a panel of moderators to moderate assessment scripts for 18 occupational qualifications, from nqf level 3 to nqf level 6, covering security, policing, correctional services, traffic, legal and family law fields. Each moderator must show at least three years of relevant experience in the field of the qualification they moderate, plus signed client reference letters on letterhead confirming internal moderation of formative and summative assessments or of fisa/eisa instruments. Functionality is scored 50 points for cv experience and 50 points for reference letters, and bidders must reach a minimum of 70% to proceed to the next evaluation phase. The single most consequential consideration is that a bidder scoring below 70% for functionality is disqualified outright, so the cv and reference-letter evidence must be complete and qualification-specific.
Functionality threshold: bidders must score at least 70% in the functionality assessment to be shortlisted for phase 3; any score below 70% means disqualification from further evaluation.
Functionality scoring: 50 points for CV experience and 50 points for reference letters, assessed separately for each qualification applied for.
CV experience: 0 points for no CV or fewer than three years in the relevant field, 1 point for three years, 2 points for four or more years; the field differs by qualification (for example family law, close protection, security, legal, policing, correctional, traffic or road crash investigation).
Reference letters: 0 points for none, 1 point for one, 2 points for two or more; for Access Control Officer (SAQA ID 110903) and Patrol Officer (SAQA ID 110867) the scale is 0 points for fewer than three letters, 1 point for three and 2 points for four or more.
Reference letter format: each letter must be on the client's letterhead, signed, describe the scope of work and the client's impression of the service provider, and relate to internal moderation of learners' formative and summative assessments or moderation of FISA/EISA instruments on registered qualifications.
Qualification coverage: the panel covers 18 qualifications with SAQA IDs from 10527 to 121688 at NQF Levels 3 to 6; bidders must match their experience to the specific qualification and field they bid for.
Evaluation sequence: phase 1 covers compliance and administrative checks, phase 2 is the functionality assessment against Annexure B, and phase 3 is open only to bidders who meet the 70% functionality threshold.
