• Submit the quotation exclusively via the e‑Tender portal (https://www.etenders.gov.za/); email submissions are not accepted.

• Quotations must be uploaded as PDF files only (MS Word, Excel or pictures are not allowed).
• Quotation must be valid for 60 days from the quotation date.
• Prices must be quoted per the unit indicated, exclusive of VAT (VAT to be added where applicable).
• Provide a copy of a valid lease agreement or municipal account (not older than 3 months).
• Complete and attach all MBD forms (MBD 4, 6.1, 8, 9) as required.
• Ensure the quotation is signed by an authorised signatory; unsigned quotations will be rejected.
• Late submissions (after 12‑Feb‑2026 16:00) will not be accepted.

• Quotations are evaluated on an 80/20 point scoring system:

– 80 points allocated to price (lowest acceptable price receives full 80 points; points are calculated using the 80/20 formula).

– 20 points allocated to specific goals (preference points) as per PPPFA 2022.

• Specific goals include:

– SMME status (EME or QSE) – up to 51% of points or 20 points for black‑owned enterprises.

– Proof of BBBEE compliance (certificate or sworn affidavit) required to claim these points.

• Failure to provide required documentation for specific goals results in zero preference points.
• Total possible score = 100 points.

Scope: Supply, delivery and installation of a chip doser and associated dosing chips.

• Portable chlorine tablet dosing system with 100 kg tablet refill capacity.
• Dosing rate capability: 10 – 800 ppm.
• Supply of 2 compatible trailers for the dosing system.
• Supply of 2.25 kg chips, compatible with the system (quantity: 100 units).
• Preliminary testing to set up proper dosing rates must be included in the cost.
• Delivery to JW Fennell Depot, Johannesburg (address above).

• Quote prices per unit, exclusive of VAT; VAT to be added where applicable.
• Total quotation value must include VAT where applicable.
• No mention of performance bonds, guarantees or payment terms; follow standard Johannesburg Water supply‑chain policy.
• Quotation must remain valid for 60 days.
• Use the provided pricing table format (unit, quantity, price excl. VAT, discount, price incl. VAT).

• Supplier must be registered on the Central Supplier Database (CSD) and provide proof of CSD registration.
• Submit original valid Tax Clearance Certificate (SARS PIN).
• Provide a valid BBBEE certificate or sworn affidavit (must comply with B‑BBEE Practice Guide; non‑compliant affidavit scores zero).
• Provide municipal rates and taxes clearance (not older than 90 days and not in arrears).
• Submit signed Declaration of Interest (MBD 4) and Declaration of Past Supply‑Chain Management Practices (MBD 8).
• Submit Certificate of Independent Bid Determination (MBD 9).
• Provide company registration documents with ID copies of directors/shareholders.
• Provide Preference Points Claim Form (MBD 6.1) for SMME/black‑ownership points.
• All above documents are compulsory; missing any will lead to disqualification.
