Submit bids in sealed envelopes, clearly marked with the tender number and title, to the tender box at Bergrivier Municipal Offices, 13 Kerk Street, Piketberg by 12:00 on 08 June 2026. Bids must be on original documentation, completed in black ink (no erasable ink, correction fluid, or tape). Late, incomplete, emailed, or faxed bids will not be accepted. Bids addressed to municipal officials in a personal capacity will be disqualified. Couriers must ensure bids are placed in the tender box; the municipality is not liable for courier errors. Bids must remain valid for 120 days after closing. Only bids submitted on official forms will be accepted. Proof of submission is not proof of receipt.

Evaluation follows the 80/20 Preferential Procurement Policy: 80 points for price, 10 points for specific participation goals, and 10 points for B-BBEE. The Preference Points Claim Form (MBD6.1) must be completed in full. Bids will be evaluated using the Council’s Supply Chain Management Policy. The municipality is not obliged to accept the lowest or any bid and reserves the right to accept bids in full or in part. If prices are cost-effective, the municipality may procure additional items.

Supply and delivery of water treatment chemicals for Bergrivier Municipality from 1 July 2026 to 30 June 2027. Goods must conform to the standards and specifications outlined in the tender document (available on the municipality’s website or as a hard copy). Deliveries must comply with the contract terms, including packing, marking, and documentation requirements. Suppliers may be required to provide incidental services such as training, maintenance, or repair.

Pricing must be quoted in South African Rand (ZAR) and be inclusive of VAT. The bid price must remain valid for 120 days after the closing date. Payment will be made within 30 days of invoice submission, accompanied by a delivery note. Prices must not vary from the quoted bid prices unless adjusted per the contract terms. For contracts exceeding R1,000,000, VAT registration is mandatory to issue tax invoices. VAT number of Bergrivier Municipality: 4000 846 172.

Bidders must be registered on the National Treasury’s Central Supplier Database (CSD) and submit their CSD registration number (starting with MAAA) with the bid. A valid Tax Clearance Certificate or Tax Compliance Status (TCS) Pin must be submitted. For consortia/joint ventures, each party must submit separate tax compliance documents. Bidders must complete and sign all required forms, including: MBD2 (Tax Clearance), MBD4 (Declaration of Interest), MBD6.1 (Preference Points Claim), MBD8 (Past SCM Practices), MBD9 (Independent Bid Determination), MBD10 (Municipal Services Payment), OHSA forms, Form of Indemnity, Pricing Schedule, Form of Offer, and Declaration by Tenderer. A valid Letter of Good Standing from the Compensation Commissioner is required for OHSA compliance. Bidders must declare any relationships with municipal officials or state employees. No bids will be accepted from persons in the service of the state.
