Functionality evaluation (100 points total):

• Proof of Experience in Chemical Toilets Service: 30 points.
• Methodology and Company Profile: 20 points.
• Trained and Qualified Staff including Project Leader: 10 points.
• Programme Schedule: 10 points.
• Plant and Ownership / Lease Agreement (signed and witnessed): 20 points.
• SHEQ Plan related to Chemical Toilets Service: 10 points.

Preference points: Bidders claim B-BBEE preference points via SBD 6.1 under the Preferential Procurement framework.

Scope: establishment of a panel of service providers for the supply, delivery and servicing of portable chemical toilets under the Water and Sanitation Programme in KwaZulu-Natal.

Mandatory capability requirements:

• Availability of required chemical toilets — proof of ownership or lease agreement.
• Valid and active sludge disposal permit, or a letter of undertaking from a waste treatment facility (Water Services Authority).
• Proof of authority to handle chemicals (active status) under the bidding entity.
• Valid and active public liability insurance or a broker's letter of intent for cover of R5 million. Note: at the point of RFQ, only public liability insurance will be required.

Functionality evidence required:

• Methodology and company profile.
• Trained and qualified staff including a project leader.
• Programme schedule.
• Plant and ownership / lease agreement (signed and witnessed).

Bidders must demonstrate experience in chemical toilets service (30 points), provide a methodology and company profile (20 points), show trained and qualified staff including a project leader (10 points), provide a programme schedule (10 points), and submit a signed and witnessed plant ownership or lease agreement (20 points). Insurance: valid and active public liability insurance or a broker's letter of intent for cover of R5 million. At the point of RFQ, only public liability insurance will be required.

Administrative requirements:

• Proof of registration on the Central Supplier Database (CSD) and Tax Clearance Certificate with PIN.
• For joint ventures: consolidated CSD and TCC proof.
• CIPC registration (originally certified).
• Identity documents for company directors and share certificates for ownership evidence.

• Valid and active COIDA letter of good standing from DOL/RMA/FEM.
• Proof of availability of required chemical toilets (ownership or lease agreement).
• Valid and active sludge disposal permit or letter of undertaking from a waste treatment facility (Water Services Authority).
