• Service Provider experience (50 points): five certified appointment letters/purchase orders for the past ten years (5 points each) and five reference letters/completion certificates (5 points each) with contactable references.
• Human Resource Capacity (50 points):
• Project Leader (25 points): Bachelor's/B-Tech/Advanced Diploma in Nature Conservation or Natural Sciences, minimum 10 years' experience, registration with EAPASA or SACNSP preferable.
• Assistant Project Manager (15 points): National Diploma in Nature Conservation or Natural Sciences, at least 5 years' experience, registration with professional body or in process.
• Support Staff (10 points): certificate in Environmental Management Sciences, at least 2 years' wetland experience.

Preference point system: 80/20 – 80 points for price, 20 points for specific goals.

• 100% black owned enterprise: 5 points
• More than 30% woman shareholding: 2 points

Scope: clearing and restoration of a wetland in Hectorspruit, Nkomazi Local Municipality.

Site establishment: mobilise personnel, equipment, tools and material; establish temporary site facilities; conduct site induction and implement health and safety requirements.

Wetland vegetation removal: identify and manually remove invasive aquatic vegetation (reeds, white lotus, water hyacinth) using hand tools; use a boat for deep water or inaccessible areas; remove complete plants including roots/rhizomes where practicable.

Loading and disposal: collect and load removed vegetation onto boat, transport to designated loading points, then to an approved disposal site in Steenbok (approximately 104 km return trip); dispose in accordance with environmental requirements.

Wetland rehabilitation: remove litter and debris; reinstate disturbed wetland edges; repair minor erosion; leave the wetland in a stable condition.

Environmental management: prevent fuel and oil contamination; protect indigenous vegetation; minimise disturbance to aquatic habitats.

Completion: remove all equipment and temporary works; clean the site; conduct final inspection.

Project duration: approximately 3-4 weeks (1 month). Coordinates: Latitude -25.272718, Longitude 31.431608.

Project activities include wetland delineation, species identification, identifying causes of degradation, rehabilitation measures, plant propagation and bioreengineering, removal of alien and invasive species, revegetation, cleaning, education and awareness, and monitoring and evaluation.

Required resources: promotional material, cleaning equipment, plant species, seeds and seedlings, personal protective equipment, catering, bottled water.

Implementation approach:

• Part 1: Identify relevant stakeholders and hold plenary meetings with stakeholders and the appointed service provider.
• Part 2: Implement the project and continuously monitor project activities.
• Part 3: Produce a project completion report and conduct monitoring and evaluation.

Scope of work includes site establishment, wetland vegetation removal, loading and disposal, wetland rehabilitation, environmental management, and completion as detailed in the technical specifications.

• Project Leader: Bachelor's Degree, B-Tech, or Advanced Diploma in Nature Conservation or Natural Sciences, specialised in Biodiversity or equivalent; minimum 10 years' experience; registration with EAPASA or SACNSP preferable.
• Assistant Project Manager: National Diploma in Nature Conservation or Natural Sciences; at least 5 years' experience; registration with EAPASA or SACNSP or in process of registering.
• Support Staff: certificate or equivalent in Environmental Management Sciences; at least 2 years' experience working on wetlands.

CVs for all key personnel and certified copies of academic qualifications and membership certificates (not older than three months) must be attached.

• A.1 Preliminaries: A.1.1 Site establishment and mobilisation (Sum 1); A.1.2 Supervision and project management (Sum 1); A.1.3 Health and Safety compliance (Sum 1); A.1.4 Hire of boat including operator (Day 10).

Sub Total, VAT 15%, Total Offer (to be carried to MBD1). All prices must include disbursements and VAT, stated in ZAR, firm, and must not exceed predetermined rates. The total tender price is used for price evaluation. The pricing breakdown must be completed; failure to do so renders the tender non-responsive.

Pricing format: firm prices, inclusive of VAT and all taxes, stated in South African Rand (ZAR). Prices must be valid for at least 30 days from the date of offer.

Pricing schedule (Table A) must be completed in full; failure to do so renders the tender non-responsive. The total offer including VAT must be transferred to the MBD 1 form.

Pricing items:

• Preliminaries: site establishment and mobilisation (sum), supervision and project management (sum), health and safety compliance (sum), hire of boat including operator (10 days).
• Alien plant clearing: manual removal of reeds (3500 m²), white lotus (2000 m²), water hyacinth (2593 m²).
• Waste removal/disposal: loading, transport and disposal of vegetation (sum), wetland rehabilitation and clean up (sum), environmental protection measures (sum).

Prices must not exceed rates predetermined by National Treasury or rates on transversal contracts approved by National Treasury.

The municipality reserves the right to negotiate prices on items in the pricing schedule.

Tender validity: 90 days from closing date.

Health and safety compliance is required as part of the project. Site establishment includes conducting site induction and implementing health and safety requirements. Required resources include Personal Protective Equipment (PPE).

Environmental management requirements: prevent fuel and oil contamination of the wetland, protect indigenous vegetation, minimise disturbance to aquatic habitats, and dispose of vegetation in accordance with environmental requirements.

The project aims to address wetland degradation, promote environmental sustainability, and reduce disaster risks. Stakeholders include DFFE, DARDLEA, IUCMA, DWS, SANBI, MTPA, and others.

The successful bidder must sign a written contract form (MBD 7). The contract is subject to the Preferential Procurement Policy Framework Act, Preferential Procurement Regulations 2017, General Conditions of Contract (GCC), and any special conditions.

Neither party may cede or assign the contract without written permission.

If the successful tenderer fails to execute the service, the municipality may cancel the contract summarily, and the tenderer will be liable for any additional expenses incurred by the municipality in calling for fresh tenders or accepting a less favourable tender.

Contract duration: the project must be completed within eight months (note: the scope of work states approximately 3-4 weeks for the physical work).

Special conditions of the tender:

• Adjudication: the municipality is not bound to accept the lowest or any tender; evaluated on 80/20 preference point system.
