Complete all returnable documents in full and sign where required; incomplete or unsigned documents may render the bid non-responsive. Returnable forms include SBD 1 (Invitation to Bid), SBD 4 (Bidder's Declaration), SBD 6.1 (Preference Points Claim), SBD 2 (Tax Compliance Status), CSD registration report (not older than 30 days), CIDB registration printout, COIDA/FEM certificate, completed projects and current projects schedules, record of addenda, compulsory questionnaire, resolution for signatory, and Form of Offer and Acceptance. Failure to complete certain forms (e.g., SBD 4, record of addenda, Form of Offer and Acceptance) leads to disqualification.

Evaluation uses the 80/20 preference point system: 80 points for price, 20 points for specific goals. After scoring, responsive bidders undergo an arithmetic check and a risk assessment. To be considered for award, bidders must score at least 14 points in the risk assessment across six areas: technical qualifications and competence, workload and capacity, reliability, experience and reputation, price offered, and construction implementation plan. Key personnel must meet minimum experience requirements (e.g., contract manager with 5 years' building experience, OHS officer registered with SACPCMP, foreman with 5 years' school sanitation experience). Bidders must have completed at least three projects of at least R3 million each in the past three years, with at least two in the Eastern Cape. Price risk: offers more than 20% below market value are high risk. A construction implementation plan covering human resources, materials procurement, plant, quality control, programme, and cash flow is required. Bidders with more than two current projects, or already awarded or considered for two or more TMT projects, may be disqualified. Only one project will be awarded per bidder under the Sanitation 17 Programme.

Construction of new sanitation facilities at Qwidlana Junior Secondary School in the Alfred Nzo West district, Eastern Cape, under the Sanitation 17 Programme. The project is one of several in a cluster; the cluster offer is VAT inclusive. Work includes engaging, attending, supervising, and managing local SMMEs, with 5% of construction value set aside for local material procurement. Contract duration is 24 weeks. The scope includes health and safety specification, contractor's report, schedule of certificates of compliance, site information, and drawings. Bidders must provide a construction implementation plan covering human resource deployment, materials procurement, plant and equipment, quality control, construction programme, and cash flow projections.

Pricing must be fixed for the contract duration, with no adjustment except as provided in the contract. All pricing in black ink. The cluster offer is VAT inclusive (15%). A form of guarantee is required (Part C1.3). Pricing data includes pricing instructions and bill of quantities (Part C2). Bidders must cover costs for SMME engagement, attendance, supervision, and profit. The employer will not take out insurance; bidders must provide their own insurance. A waiver of lien is required. Bidders may be asked to provide rate build-ups for materials, plant, labour, and preliminaries. Arithmetic errors: amounts in words govern over figures; the total of prices governs and bidders may be asked to revise item prices.

CSD registration: must be registered on the Central Supplier Database; proof not older than 30 days; if not registered on evaluation/award day, disqualification. CIDB grading: minimum 4 GB or higher, valid on evaluation and award days; fraudulent registration leads to disqualification and CIDB complaint. Tax compliance: valid SARS PIN and tax compliance status; verified online. COIDA/FEM: certificate of good standing with the Workman's Compensation Commissioner, valid on evaluation and award days. B-BBEE: SBD 6.1 preference points claim form; failure to complete results in 0 points for specific goals. Joint ventures: must meet CIDB JV requirements, including combined grading, separate bank account, VAT registration, CSD and SARS compliance for all partners, and valid COIDA/FEM. Local content: 5% of construction value set aside for local material procurement; at least 25% of work must be subcontracted to local SMMEs, with their CSD reports, share certificates, and CK documents attached.
