Evaluation is conducted in stages:

Stage 1 — Administrative and Substantive Responsiveness: bid lodged on time, all returnable documents completed and signed, documents valid.

Stage 2 — Eligibility (YES/NO per criterion): minimum educational qualification, registration with the relevant professional body, and minimum experience for each discipline. A bidder must score YES on every criterion for every discipline within a Group to proceed. Failure on any single discipline disqualifies the entire Group.

Stage 3 — Price and Specific Goals (preference points):

• 80/20 system applies where the lowest acceptable tender is ≤ R50 million (inclusive of all applicable taxes): Price 80, Specific Goals 20.
• 90/10 system applies where the lowest acceptable tender exceeds R50 million: Price 90, Specific Goals 10.

Specific goals points (B-BBEE):

• B-BBEE Level 1 or 2 contributor: 8 points (80/20) or 4 points (90/10).
• EME or QSE that is 51% Black Owned: 12 points (80/20) or 6 points (90/10).
• Non-compliant contributor or B-BBEE Level 3–8: 0 points.

Framework admission: the 15 highest-scoring tenderers in each Group, in each Region, are shortlisted for the Framework Contract. Transnet may apply objective criteria to deviate from the highest score, including poor past performance, Integrity Pact breach, adverse probity findings, negative ROI impact, supplier rotation, restrictions, insolvency, conflicts of interest, or a serious breach of law in the past five years.

Post-tender negotiations: Transnet may negotiate sequentially with the 1st-ranked tenderer down to the 15th to achieve a market-related price, or cancel the tender.

Deadlock: tied scores are resolved by the highest specific-goals score; if still tied, by drawing of lots.

Scope: a three-year Framework Agreement for professional services across all Transnet National Ports Authority ports, delivered on an "as and when" required basis. Work is packaged into five Groups, each containing specific disciplines, and is required across three Regions (Central, Eastern, Western). Bidders may tender for any combination of Groups and Regions.

Detailed pricing per discipline is set out in the Pricing Schedule (C2.1, Schedule A). Individual task orders (call-offs / RFQs / mini-competitions) will be issued to framework contractors during the contract period. Eligibility criteria per discipline (qualifications, professional-body registration, minimum experience) are detailed in Form T2.2-06, Schedules A and B.

Pricing format: schedule of rates per discipline per Group, priced in the eSupplier portal. A rate must be supplied for every discipline within a Group tendered for; omissions disqualify that Group.

Rates must be fixed for the duration of the contract, subject to annual Contract Price Adjustment (escalation) on the anniversary of the framework contract, in line with the Pricing Instructions and Contract Data.

All duties, taxes (excluding VAT), and levies applicable 14 days before closing must be included in the rates. VAT must be shown separately as an addition to the tendered total.

Transnet reserves the right to assess rate reasonableness and to adjust final prices if non-compliant with other tender conditions. No alternative tender offers will be considered.

Integrity Pact (T2.2-15): must be completed; breach may lead to restriction and disqualification.

Joint Ventures: any JV party may submit on behalf of the JV using its own registered profile; a consolidated B-BBEE scorecard is accepted for preference points.
