Specification for provision of e-learning training of the aerodrome rescue fire-fighting service(arffs) personnel for the fire instructor 1 nfpa 1041 and fire inspector 1 nfpa 1021

Quotations and supporting documents must be placed in the bid box, couriered, or emailed to the address on or before the closing date and time. Late bids will not be accepted. Bids must be submitted on the official forms provided (not re-typed). Clearly mark envelopes as follows: Exhibit 1 (administrative and mandatory documents), Exhibit 2 (pricing schedule/quotation), Exhibit 3 (SBD 6.1 Preference Points Claim Form). All documents must be completed and signed in black ink by the duly authorized representative; correction fluid is not allowed and any cancellation must be initialled. Non-submission of any mandatory document will result in disqualification. The successful bidder will be required to sign a written contract form (SBD 7).

Mandatory documents to be submitted (Gate 0): Invitation to Bid (SBD 1) completed and signed with a fixed physical address; Declaration of Interest (SBD 4); Preference Point Claim Form (SBD 6.1) with full CSD report, medical certificate for disability, and proof of address not older than three months; proof of registration on the Central Supplier Database (detailed CSD report); completed Pricing Schedule for all service categories; SAQA accreditation; SAESI accreditation; and SACAA accreditation certificates. Evaluation is in two gates. Gate 0 (Administrative mandatory requirements): bidders must submit all documents listed in Table 1; only compliant bidders proceed to Gate 1. Gate 1 (Price and Specific Goals): 80 points for price, 20 points for specific goals, total 100 points (80/20 preference point system). Specific goals include enterprises with 51% or more ownership by black persons (4 points), women (4 points), youth (4 points), persons with disability (2 points), SMMEs and QSEs (2 points), and enterprises located in rural/township areas (4 points).

The service provider must provide e-learning training for 8 personnel in Fire Instructor 1 NFPA 1041 and 8 personnel in Fire Inspector 1 NFPA 1021 (Fire Prevention). Training is required for SACAA compliance and to close findings. The provider must be able to deliver e-learning training.

The training must meet NFPA 1041 and NFPA 1021 standards, and the provider must be accredited by SAQA, SAESI, and SACAA. The training must be delivered via e-learning.

No bids from persons in the service of the state or entities with directors/members in the service of the state.

The training is for aerodrome rescue fire-fighting service personnel and must cover safety compliance, risk reduction, and adherence to NFPA codes, SACAA regulations, and airport-specific emergency procedures.

GAAL reserves the right to conduct supplier due diligence prior to final award or at any time during the contract period, including pre-announced or non-announced site visits; misrepresentation may disqualify the bid. Amendments to bid conditions or setting of counter conditions by bidders may invalidate bids. GAAL reserves the right to negotiate with preferred bidders prior to award and with successful bidders post award. All communication between the bidder and Supply Chain Management office must be in writing.
