Failure to submit any required document may render the tender non-responsive.

Evaluation is in three stages. Stage One (Eligibility): attendance at the compulsory briefing (T2.2-00), CIDB Grade 2SO (T2.2-01), COIDA Certificate (T2.2-02), and SAQA Plumbing Certificate 58782 (T2.2-03). Failure to meet any eligibility criterion disqualifies the tender. Stage Two (Functionality): minimum qualifying score is 70 out of 100. Functionality criteria: Experience of Plumbing Supervisor (35 points) – 3+ years = 35, 2 years = 18, less than 1 year = 0; Experience of Company (35 points) – three traceable references in past 3 years = 35, two = 18, one = 9; Experience of Plumber (30 points) – more than 2 years = 30, 2 years = 15, less than 2 years = 0. Functionality is scored by at least 3 evaluators and averaged. Stage Three (Price and Specific Goals): 80/20 preference points system (80 price, 20 specific goals). Specific goals: B-BBEE Level 1 or 2 contributor = 10 points; 30% Black Women Owned entities = 10 points. Non-compliant or B-BBEE Level 3-8 score 0. Evidence for specific goals must be submitted; otherwise zero points for that goal. Transnet may conduct an independent audit of scorecard components.

Provision of plumbing services at Transnet Port Terminals, Port of Port Elizabeth Container Terminal, as and when required, for a period of twelve (12) months. The contract is an NEC3 Term Service Contract, Option E (cost reimbursable with pricing assumptions). The scope includes the Service Information (C3.1) and Affected Property (C4.1). Bidders must have a qualified plumber (SAQA Occupational Certificate in Plumbing, ID 58782) and a supervisor with at least 3 years' experience. The tenderer must provide proof of experience and references as per functionality criteria.

Pricing is per the Pricing Schedule (C2.2) under NEC3 Option E (cost reimbursable). The tenderer must complete the Pricing Data (C2.1) and Pricing Schedule. No specific bond or guarantee amounts are stated. The tenderer must provide insurance details (T2.2-11). Transnet may request audited financial statements for due diligence. Transnet reserves the right to go to the open market if quoted rates are deemed unreasonable. The tenderer must maintain the tender offer for 12 weeks after closing.

Mandatory eligibility: CIDB Grade 2SO registration (or capable of being so prior to evaluation); SAQA Occupational Certificate in Plumbing (ID 58782); COIDA Letter of Good Standing; valid Tax Clearance Certificate and TCS PIN; valid B-BBEE Certificate from a SANAS-accredited agency or sworn affidavit for EMEs/QSEs with 51% black ownership; proof of CSD registration; no conflict of interest; not listed on Register of Tender Defaulters or Transnet's restricted list. Joint ventures: every member must be CIDB-registered, lead partner must have grading not lower than one level below required, combined grading must meet 2SO, and a certified copy of the signed JV agreement must be provided. Bidders must complete the Compulsory Disclosure Questionnaire (T2.2-13) and Breach of Law declaration (T2.2-14).
